Services are required to develop propellants with exceptional toughness and/or enhanced low temperature mechanical properties incorporating high energy thermoplastic elastomer (TPE) binders and energetic solids such as CL-20 and RDX for application in a tank gun propellant system by employing the slow and fast burn rate formulations. The US Army intends to solicit and negotiate with Thiokol Corporation, Brigham City, Utah. This contract action is based on the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies and services will satisfy agency requirements".
