initiated changes, the Draft Request for Proposal (DRFP) for
engineering and manufacturing development of the Follow-on-to-TOW
(FOTT) missile system has been amended. This amendment will be placed
in the FOTT reading room located in the Redstone Scientific Information
Center (RSIC), Building 4484, Redstone Arsenal, AL, NLT February 12,
1997, for contractors to receive a copy. (Only the unclassified portion
will be available for pickup.) Also available for pickup will be a
consolidated response to all contractor comments to the FOTT draft RFP
issued in May 1996. To visit the reading room, contractors must submit
a visit request providing the necessary information to verify the
company's/individual's security clearance to Ms. Felicia Jones, FAX
205-842-7146. Upon approval by the Government, appointments can be
scheduled with RSIC by calling Ms. Gwen Wallace at 205-842-8444.
Contractors are also to include their cage code and classified mailing
address with eachrequest in order to receive the classified portion of
the amended DRFP. As with the original DRFP, this amendment is limited
to U.S.-owned firms who possess a secret clearance; however foreign
industry may participate at the sub-assembly and component level only
in relation to the FOTT prime contractor. Subcontracting opportunities
must be arranged between primes and potential subcontractors. Foreign
industry; non-U.S. citizens or foreign representatives desiring to
copy the unclassified portion must submit an official request for
information through their respective embassy, Washington D.C. to HQDA,
Attn: DAMI-POC, and an official visit request as described later in
this notice. Requests received in any other manner will not be honored.
The FOTT reading room and amended DRFP contained both classified and
unclassified data and data whose export is restricted by the ARMS
Export Control Act (Title 22, U.S.C. Sec 2751 et seq) or the Export
Administration Act (Title 50, U.S.C. App 2401-2402). Foreign access to
the FOTT reading room will be authorized only after an official
request for visit authorization has been approved. Visit requests are
submitted through respective embassies to HQDA, ATTN: DAMI-POC. The
sole purpose of this notice is to announce the release of an amended
DRFP to industry for a second iteration of comments and is not a formal
solicitation. These comments must be received NLT March 31, 1997. No
Government response will be forthcoming after receipt of requested
comments. The Government does not intend to pay for any contractor
costs associated with visits to the reading room or preparation of
