this amendment is to provide additional information in response to
questions and extend the date for receipt of offers. The
synopsis/solicitation was previously published in the Commerce Business
Daily on 24 January 1997. The closing date for offers is extended to
4:00 P.M. EST on 25 February 1997. This requirement is a combined
synopsis and solicitation following the procedures in FAR 12.603,
Streamlined Solicitation for Commercial Items, therefore no list of
vendors invited to submit proposals exists. The floor area must be 10'
x 10' which is a 1:1 aspect ratio. If the contractor is unable to
project a 10' x 10' image on the floor, the proposed floor image size
must be specified in the proposal. The minimum acceptable floor image
size is 10' x 7.5' with the 10' side along the back of the structure.
The 10' 10" height of the available space is the height to the bottom
of the roof trusses. The area between the roof trusses is not
guaranteed to be free of obstructions such as air conditioning ducts
and power conduits. Use of this space is permitted as long as it does
not interfere with any existing equipment or alter the integrity of the
trusses or the roof. The projectors must have a resolution of at least
1280 x 1024 pixels, automatic locking vertical deflection of up to 120
Hz, automatic locking horizontal deflection of 15 KHz to 130 KHz, and
RGB input capability with composite sync, separate sync, or sync on
green. The technical capability evaluation of proposals will include
brightness of the projected image based on projector output, number of
mirrors used, projection screen material, and all other factors that
contribute to bright, high resolution, seamless images. The use of
either rigid or flexible rear-projection screens is acceptable. The
offeror must provide the floor imaging surface. The surface must be
suitable for foot traffic and must provide sufficient reflectivity for
good image viewing. The intersections between vertical screens, and
between the floor and the vertical screens must appear seamless. Images
projected across the seams must have no distortion. The screens must be
flat surfaces mounted at 90 degree angles to each other and to the
floor, to create a square box. The vertical screens form the left,
back, and right sides of the box, and the floor is the bottom of the
box. The front of box is open (i.e., no screen) to allow user entry
into the structure. Use of mirrors to fold projected light paths is
acceptable. No projectors, speakers, or cabling is permitted within the
10' x 10' x 7.5' structure. Projector mounting bases must be sturdy
enough to prevent accidental movement of projectors that would cause
misalignment of projector and screen. The equipment rack must be
located within the 32' x 25' area but outside of the 10' x 10' x 7.5'
structure. Circuits will be provided along the perimeter of the 32' x
25' area (including the ceiling). Based on the expected positioning of
the structure, 10' power cords should be sufficient for the
projectors. The equipment rack must be positioned so that power can be
obtained from wall outlets along the perimeter. Projectors and other
equipment must be mounted either on the projection screen structure or
on separate stands. Projectors must not be attached to the building.
Conduit is not required for cable runs. All cabling provided by the
contractor must fit within the 32' x 25' x 10' 10" area which will have
no walls or ceiling. Unassembled components should be able to fit
through a standard 3' x 6 '8" door. The room is located on the first
floor with direct access to an adjacent parking lot. The room will be
lightproof in that there will be no windows in the room. Focusing and
convergence of the projectors must be performed without the use of any
external equipment or computers. The vertical screens must be rear
projection but there is no gain requirement. The walls in the room
where the structure will be located are drywall painted flat black. The
floor is carpeted. No drawing or floor plan of the proposed space is
