announcement constitutes a Notice of Contract Action of a proposed
contract to complete the development efforts associated with the
AN/ALQ-135 Internal Countermeasures Set (ICS) Band 1.5 system. The
efforts include fabrication of up to four (4) new ALQ-135 Band 1.5
shipsets, refurbishing up to 12 existing Band 1.5 Government Furnished
Equipment (GFE) shipsets, integration with the ALQ-135 Band 3 system,
flight test support to include bench testing, problem identification,
integration engineering support, GFE repair, factory Test Program Sets
(TPS) updates, integration with the F-15E aircraft, and integration
with the ALR-56C Radar Warning Receiver system. These efforts support
the completion of the Engineering and Manufacturing Development (EMD)
phase and includes development flight test and Initial Operational Test
and Evaluation (IOT&E) of the Band 1.5 system. Small businesses are
hereby notified of potential subcontracting opportunities for this
acquisition. ASC/LFD of HQ Aeronautical Systems Center,
Wright-Patterson AFB, OH proposes to award a contract for this effort
during the 3rd quarter FY 97 to Northrop Grumman ESD, Chicago, IL. The
contract will be awarded pursuant to the authority of FAR 6.302-1[(10
U.S.C.) 2304(c)(1)] only one responsible source and no other source
can satisfy agency requirements. The contractor meets all of the
following criterion: (a) Capability to show engineering knowledge of
the ALQ-135 ICS Band 1.5 and 3 System, (b) Capability to fabricate four
(4) ALQ-135 Band 1.5 shipsets and refurbish the existing Band 1.5 GFE,
(c) Capability to integrate and test the Band 1.5 subsystem to be
compatible with the Band 3 subsystem, (d) Capability to conduct
retrofit/modification activities, (e) Capability to conduct systems
engineering and project management for all subsystems, (f) Capability
to provide all required engineering data. Sources responding should
provide information concerning key management and program personnel
with a resume of their previous experience and evidence of capability
to perform successfully. This statement will have a twenty (20) page
maximum limit, double spaced, point size 12, (g) SIC for this
procurement action is 8731, with a size standard of 1,500 employees
including the offeror and its affiliates. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
concerns during the proposal development phase of the acquisition.

information, pose questions, and voice concerns before resorting to the
