of Standards and Technology (NIST) Mass Spectral Data Center of the
Physical and Chemical Properties Division is developing a set of gas
chromatography -mass spectral (GC/MS)data for use in evaluating the
source of phosphorus compounds in complex GC/MS data files. NIST
intends to acquire the services of a contractor to perform a series of
experiments and undertake preliminary analysis of the results. The
experiments include, but are not limited to: 1) GC/MS analysis of
simple (solvent + analyte) mixtures of phosphorus containing compounds;
2) GC/MS analysis of simple (solvent + derivitized analyte) mixtures
resulting from the derivatization of organic acids and alcohols
containing phosphorus using N.N-bis-(trimethylsilyl) trifluoroacetamide
(BSTFA); and 3) GC/MS analysis of complex mixtures of derivatized
samples of natural origin. The minimum number of analyses for the three
prior items is 500, 200 and 100 respectively for the base year and two
option years. The minimum monthly delivery of spectra for the three
prior items is 25,10 and 5 for the base year and two option years. The
maximum number of analyses for the three prior items is 1000, 500 and
250 respectively for the base year and two option years. NIST also
requires quality assurance/quality control be performed before any
experiments each day by the contractor. In addition, before and after
any changes in the system are made, the same QA/QC run shall be
performed. The QA/QC run shall consist of an injection of a standard
solution specified by NIST. For all analysis experiments, as well as
for all QA/QC runs, the full data file shall be supplied to NIST. In
addition, NIST may be interested in receiving proposals for additional
experiments that would provide a larger database of GC/MS analysis
that would aid in identifying phosphorus compounds. The period of
performance is anticipated to be for a base year and two option years.
All responsible sources may submit a proposal which shall be
considered. Only written requests for copies of the solicitation shall
