advised that the Government proposes to refine the Program Strategy to
give industry the discretion of which services, as well as when and
where, they would like to propose on an end-to-end integrated basis. A
summary of the proposed refinement is available on the FTS World Wide
Web site at http://post.fts2k.gsa.gov. The FTS Program seeks comments
on this proposed refinement. Comments, in Microsoft Word 6.0 format,
will be accepted through 15 March 1997 by the FTS2001 Contracting
Officer at the address below. The purpose of the following notice is to
also advise industry of the Government's intent to issue the FTS2001
RFP no earlier than 2 April 1997. The General Services Administration,
Federal Telecommunications Service (FTS) intends to issue the Request
for Proposals (RFP) for comprehensive domestic and international
telecommunication services, known as the FTS2001 acquisition (formerly
called the Post-FTS2000 Telecommunications Services acquisition). In
partnership with the Interagency Management Council (IMC), the FTS
program provides Government users with up-to-date, cost-effective, and
efficient telecommunication services. The FTS program is designed to
enhance the goals of the National Information Infrastructure (NII)
initiative and support implementation of key information technology
recommendations of the National Performance Review (NPR). The FTS
program comprises many contracts and acquisition activities, of which
FTS2001 is one. The Government may award up to three FTS2001 contracts,
each with a 48 month basic contract period, followed by four option
periods of 12 months each. The scope of each contract will include all
telecommunication services necessary for the Government to satisfy its
worldwide telecommunication requirements for the life of the contract.
The scope also includes technological enhancements, service
improvements, and all new and/or emerging telecommunication service
offerings that arise during the term of the contract. To be placed on
the bidders mailing list, please transmit a request to the attention of
the FTS2001 Contracting Officer at: General Services Administration,
c/o Mitretek Systems, Inc., 7525 Colshire Drive (STOP Z397), McLean,
Virginia 22102-7400. Requests also may be transmitted via facsimile to
(703) 610-2810. Potential offerors may retrieve a bidders list request
form from the Internet World Wide Web, at the following address:
http://post.fts2k.gsa.gov. Note that the Government is maintaining an
online copy of the FTS2001 bidders mailing list, on the World Wide Web,
which includes all parties on the bidders list for the FTS2001 draft
RFP issued in August 1995. Before submitting a new bidders list
request, interested parties should check the online copy. All bidders
list requests should include the company name, point of contact name
and title, address, telephone number, fax number, and Internet E-mail
address. Furthermore, companies should provide their DUNS number and
business size, according to the size standard for Standard Industrial
Classification (SIC) Code 4813 -- Telecommunications Services, which is
1,500 employees. GSA will release the RFP no earlier than 2 April 1997.
Upon release, electronic copies of the RFP, in Microsoft Word 6.0
format, will be available on the Internet World Wide Web, at above
address. Additionally, GSA will distribute electronic copies of the
Solicitation, in the same software format, on 3.5-inch PC format
diskettes, to all parties on the bidders mailing list. Only one
diskette will be sent to any one address. GSA will not make hardcopies
