PRESOLICITATION NOTICE. Period of Performance is estimated 1 June 98 --
30 Sep 98. Four one-year options may be awarded. SIC 7488, Size
Standard $5.0 Million and $20 Million. An award will be made using a
two step sealed bidding procedure described in FAR 14.5. Under Step 1,
offerors are to submit a technical proposal only. Price or cost
estimates are not included in Step 1. An Invitation for Bid will be
issued under Step 2 to those firms who technical proposals have been
determined to be acceptable. Due to its size, the Performance Work
Statement (PWS) will be mailed to offerors on 3 1/2 inch, high density,
IBM compatible diskette(s), in MS Word format. The PWS will also be
posted on the ASC PreAward Information Exchange System at
Wright-Patterson AFB, Ohio (http://www.pixs.wpafb.af.mil). This
acquisition is to provide management of the Logistic Support functions
including Traffic Management, Combat Readiness, Base Supply, Equipment
Maintenance, Medical Logistics and Wright-Laboratory Logistics at
Wright-Patterson AFB, Ohio and Wright-Laboratory Munitions Fabrication
Support at Eglin AFB, FL. This acquisition is part of a Government
cost comparison to determine whether accomplishing the specified work
under contract or by Government performance is more economical. This
effort will require diverse services. While multiple awards are
possible, the aggregate of all low bids will be compared to the
aggregate Government bid, and award made to the bidder or bidders whose
bid is the most advantageous to the Government. Awards are anticipated
to include the following: 1). MEDICAL LOGISTICS: SIC Code 7488, Size
Standard $20 Million. Perform all tasks necessary for acquisition,
storage, maintenance, and/or disposition of all medical and non-medical
supplies and equipment in support of the 74th Medical Group,
Wright-Patterson AFB Ohio, a 301 bed Medical Center and its tenant
organizations' peace and war-time missions. Tasks include material
requirements determination, requisitioning, receiving, storing,
distributing, issuing and inventory control for proper accountability
of supplies and equipment assets. Duties also include the management of
medical facilities to include new construction projects, facility
maintenance and repair, compliance with Joint Commission on
Accreditation of Health Care Organizations (JCAHO) standards, resource
protection issues, hazardous materials/infectious waste control,
medical readiness contingency planning; the management, maintenance,
calibration, inspection, quality assurance and repair of all medical
and non-medical equipment; vehicle management to include the
acquisition/turn-in, maintenance, accident investigation and repair of
diverse number of vehicles, and annual refresher training of all Group
personnel on ground, electrical, fire and vehicular safety issues. This
portion of the acquisition is unrestricted. 2). WRIGHT-LABORATORY
LOGISTICS (WPAFB, OH): SIC Code 7488, Size Standard $5 Million. Provide
logistics support for approximately 2,300 customers at Wright-Patterson
AFB. Logistics tasks include replenishment, requisitioning, receiving,
storing, distributing, issuing, inventory control and computer support
using the government-provided Automated Material Control System (AMCS).
This portion of the acquisiton is a small business set-aside. 3).
WRIGHT-LABORATORY LOGISTCS (EGLIN AFB, FL): SIC Code 7488, Size
Standard $5 Million. Provide prototype munitions fabrication support
for approximately 300 customers at Eglin AFB, Florida. Prototype
munitions fabrication tasks include computer-assisted manufacturing
techniques, programming, soldering, welding, woodworking, pattern
making and high explosive machining operations. This portion of the
acquisition is unrestricted. 4) 88 LOGISTICS GROUP SUPPORT: SIC Code
7488, Size Standard $20 Million. Provide logistic support for various
functions including: a) TRANSPORTATION AND TRAFFIC MANAGMENT: Provide
all personnel and equipment necessary to manage Transportation and
Traffic Management services for Wright-Patterson AFB, and operating
locations in Middleburg Heights, Ohio and Indianapolis, Indiana. Tasks
include managing the movement and storage of personal property
shipments for personnel throughout 52 counties in the state of Ohio and
26 counties in the state of Indiana; managing an average of 7,000
travel reservations monthly to support Temporary Duty travel;
performing all tasks necessary to support the transportation portion of
base deployment plans, development of transportation procedures for
personnel and cargo deployments, and operating a contingency Aerial
Port of Embarkation/Debarkation. b) MAINTENANCE: Provide all personnel,
supplies and equipment to perform Aircraft and Test, Measurement and
Diagonstic Equipment (TMDE) maintenance support on Wright-Patterson AFB
and off-base for external government agencies. Tasks include Transient
Aircraft Maintenance, Aerospace Ground Equipment (AGE) repair,
Fabrication support to include Nondestructive Inspection (NDI) and
operation of a Type IIC Precision Measurement Equipment Laboratory
(PMEL).Approximately 4,800 DOD aircraft use Wright-Patterson Transient
Maintenance services yearly. Approximately 90 pieces of powered AGE
and 95 pieces of non-powered AGE will require scheduled and
non-scheduled maintenance. The approximate yearly production through
PMEL is 21,000 items. Fabrication/NDI support is dictated from assigned
C-21 aircraft and transient aircraft traffic. c) SUPPLY: Provide all
supplies and equipment support for 23,000 customers at Wright-Patterson
AFB. Tasks include stock; replenishment, requisitioning, receiving,
storing, distributing, issuing inventory control and computer support
using the government provided Air-Force Standard Base Supply System.
Base Supply processes approximately 73,000 transactions per month, to
include, requisitions, issues, deliveries, pick-ups, shipments,
receipts, and maintenance of warehouse locations including hazardous,
shelf-life, flammable, and classified items, using a wide variety of
vehicles including stockpickers, forklifts, cargo trucks, semi-tractor
trucks and flat-bed trucks. This portion of the acquisition is

may submit a bid, proposal, or quotation which shall be considered. No
tel requests. Only written or faxed requests received directly from
the requestor are acceptable. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
