The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to procure radar cross section (RCS) analytical studies and support services on an other than full and open competition basis from Diatech, Inc., Ridgecrest, CA. The effort involves analytical studies, design analysis, and systems engineering support to the Junction Ranch RCS with emphasis on studies dealing with RCS theory, as applied to RCS measurements for the operation, improvement, and maintenance of the RCS ranges; analysis and recommendations for extending the current bistatic angle capabilities; recommendations for optimum range and ELAN radar/bistatic repeater configurations; and recommendations for modifications to the existing ELAN radar, its assemblies, and subsystems, circuits, and software to meet unique customer test requirements. Systems engineering is intended to improve the performance of the RCS radars, target positioning equipment and data reduction systems used at the Radar Cross Section Range. Work will be performed in a remote location, with a varied work schedule in conjunction with testing. Top Secret security clearance required. This contract will be a Time and Materials contract with a one-year basic period of performance and four one-year options.
