project consists of, but is not limited to: site clearing, deep
excavation and preparation for building foundations, storm and sanitary
sewers, shoring, contaminated soil remediation, cast-in-place concrete
footings, hauling, trucking and mat foundation for the New U.S.
Courthouse, southeast corner of Huron Road and Superior Ave.,
Cleveland, Ohio. The site will be remediated for soil contamination
prior to work beginning. However, the contract scope of work may
require small areas of remediation and special waste hauling. Work
includes but is not strictly limited to providing all labor, materials,
and supervision for providing barricades, fences and access control,
sedimentation and erosion control, temporary drainage, temporary
protection and/or support of RTA right-of-way, contaminated soil
remediation; demolishing site concrete/structures & site utilities.
Offerors will be required to submit with their offers proof of
experience in mat foundation, deep excavation and shoring, and
contaminated soil remediation. Any contractor or subcontractor
performing contaminated soil remediation, shoring and mat foundation
shall satisfy special responsibility requirements prior to award. An
option to include an interceptor sewer may be part of the contract
services. Time for completion is estimated at 210 calendar days after
receipt of notice to proceed. Total estimated construction cost is
between $5 million and $10 million dollars. Funds are not currently
available. No document charge or deposit is required. This procurement
is set aside for small business concerns under the Small Business
Competitiveness Demonstration Program, established by Title VII of the
"Business Opportunity Development Reform Act of 1988" (Public Law
104-208). The SIC code is 1629, and the small business size standard is
$17 million (annual average gross revenue for the last 3 fiscal years).
A pre-proposal conference is anticipated for April 8, 1997. Specific
information on the pre-proposal conference will be included in
specifications and published in the CBD. Proposals will be opened
privately on May 8, 1997, 4:00 PM (local time). Information regarding
the offers, including the number of offerors, will not be available
prior to award. RFPs will be available o/a March 24, 1997. All
responsible small business concerns may submit a proposal which will be
