Tetreault, Technical POC, 617-377-7256. The Air Force Electronic
Systems Center (ESC) seeks to award a Counterdrug Surveillance and
Control (CSCS) contract to provide integrated C2 products, engineering,
technical support, and resources to meet a wide range of counterdrug C2
requirements. A broad array of services is required: procurement,
studies and analyses, design, development, installation, integration,
testing, operator and maintenance training, modification,
modernization, upgrade, repair, refurbishment, relocation, operation
and maintenance (interim contractor support), documentation and
configuration management, and logistics support of several current and
future counterdrug C2 systems. These systems are located primarily in
Latin America and the Caribbean, and some modification and/or
integration of Participating Nation systems may be required. Systems
generally fall into three categories: surveillance systems, operations
centers, and associated communications systems. The surveillance
systems are typically ground-based radars, both fixed and mobile.
Operations centers typically include detection and monitoring, weather,
intelligence, search and rescue, and operations planning and execution
systems, as well as any systems required for interagency or
Participating Nation support. These systems are evolving from
stove-piped systems toward fully integrated architectures, and require
compliance with Air Force and DoD C2 architectures such as the Global
Command and Control System (GCCS), Defense Information Interface
(DII), and Common Operating Environment (COE). All-sources data fusion,
correlation and display is emerging as a key requirement.
Communications systems are diverse and include clear and secure voice
and data, satellite, radio and land-line communications, multiple data
links such as Tactical Digital Information Link (TADIL) A and B,
extensive tail circuits, wide area and local networking, and so on.
Video and broadcast systems are contemplated. All systems must be
compliant with Year 2000 requirements. Some projects require site
and/or facility construction, and site configurations in-country must
often be tactical, or at least relocatable. The contract is anticipated
to be a competitively awarded Indefinite Delivery/Indefinite Quantity
(IDIQ) contract with a base year and four (4) one-year options. The
potential value of the contract is anticipated to be from $2 million to
$30 million per year, with a total maximum value of $150 million over
the life of the contract. The Government contemplates fixed-price labor
hours, cost reimbursable Contract Line Items, and award fee. The
contract may be awarded to one, two or three contractors, each with
multiple areas of expertise and capable of performing all work
described here. New projects, as identified by the Program Office, may
be competed among each of the contractors who were awarded the basic
IDIQ contract. This contract requires the ability to respond quickly to
address urgent user needs, generally, projects must be completed within
3-18 months, depending upon complexity. Technical solutions must
strongly emphasize commercial off-the-shelf hardware and software,
preferably with large, established customer bases. Research and
development will be minimized and generally limited to identifying and
integrating appropriate COTS/GOTS components to meet a specific need.
Typically, tasks are generated on an "as-needed" basis and occur in
two phases: (1) a study and/or survey, if required, to develop a
preliminary design and cost estimate, and (2) implementation, if
approved and funded. Tasking, funding and implementation tend to be
dynamic due to the complexities of the international environment. The
Government intends to issue a draft RFP that will be posted to the
Hanscom Electronic RFP Bulletin Board (HERBB) in April 1997. Interested
parties may gain access to HERBB via the World Wide Web
(http:www.herbb.hanscom.af.mil). Parties should be prepared to provide
the following information in order to log on to HERBB the first time:
Full name, Company name, Company address, Phone number, Fax number,
E-mail address, CAGE code, Type of business (large, small, small,
disadvantaged (SDB), woman-owned, etc.). The Government intends to open
a RFP Reference Library at Hanscom AFB and conduct presolicitation
conferences. Prospective offerors will be notified via the HERBB when
the library opens and the time and locations of the presolicitation
conferences. Release of the RFP is anticipated in June 1997. Firms
wishing to submit a qualification package should do so within 20 days
of this Commerce Business Daily (CBD) publication. Only interested
offerors/teams who meet the following screening criteria should
respond: (1) possess the technical, management, and financial
capabilities and expertise to perform this entire effort, (2) have
demonstrated experience in designing, installing, operating and
maintaining reliable, cost-effective surveillance systems, command and
control operations centers, and communications systems as described
above (minimal qualifications for communications offerors include
satellite(commercial), radio, and TADIL A and B communications
experience), (3) have demonstrated C2 experience in Latin America and
the Caribbean, and are familiar with Participating Nation demands such
as language, Customs expediting, transportation, travel, frequency
management, environmental, and related requirements, (4) have the
necessary design, assembly and test facilities or easy access to these
facilities, and associated computer support, (5) possess approved
industrial security facilities capable of handling SECRET DoD
information and equipment, (6) possess SECRET clearance for employees,
(7) have a demonstrated quick reaction capability to respond to
short-notice user requirements, and (8) demonstrate mature, proactive
business and technical management practices to ensure highly effective
risk management, problem identification and resolution, communication
and coordination with the Government, program planning and control,
and responsiveness to Government queries and requests. Note: It is
possible that some future projects may require TOP SECRET security
clearance and Sensitive Compartmented Information (SCI) eligibility,
however, no such projects have been identified to date. Qualification
packages must be unclassified, address the criteria discussed above and
be no longer than 20 pages including any graphics, tables or
photographs. Additional marketing literature not to exceed 30 pages may
be provided and not count against the 20-page qualification package.
Qualification packages will be screened, and only prospective sources
meeting the screening criteria in this synopsis will be considered for
solicitation. Any offeror initially judged to be unqualified would be
provided a copy of the solicitation on request and any offer such a
firm might submit would be evaluated without prejudice. Packages should

accepted. This synopsis does not constitute commitment by the
Government. The Government does not intend to award a contract on the
basis of this notice or otherwise pay for the information solicited. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. The Ombudsman
should be contacted with issues or problems that have previously been
brought to the attention of the program manager and/or the contracting
officer and could not be satisfactorily resolved at that level. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
