commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) The solicitation number DAAH01-97-T-0477 is hereby issued as a
Request for Quotation (RFQ). (iii) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-39. (iv) This acquisition is Unrestricted. (v)
DESCRIPTION OF REQUIREMENTS FOR THE ITEMS TO BE ACQUIRED: One Tunable
1300 Nanometer Laser Diode Source and one each Tunable 1500 Nanometer
Laser Diode Source with the following characteristics: 1. WAVELENGTH
RANGE: MINIMUM REQUIREMENT 1300 plus or minus 20 NANOMETERS (1480 TO
1575 for the 1500 Nanometer Laser Diode Source). 2. ABSOLUTE WAVELENGTH
ACCURACY: Plus or minus 0.1 NANOMETERS. 3. WAVELENGTH RESOLUTION:
Greater than or minus 0.01 NANOMETERS (Greater than or minus 0.01
Nanometers for the 1500 Nanometer Laser). 4. WAVELENGTH
STABILITY:<plus or minus 180 MHz (OVER A 1 HOUR PERIOD). 5.
WAVELENGTH REPEATABILITY: plus or minus 0.05 NANOMETERS. 6. SIDEMODE
SUPPRESSION RATIO:>35 dB. 7. LINEWIDTH:<100 kHz. 8. TUNING
SPEED:<350 ms FOR 1 AND 10 NM STEP:<2.5 s FOR A 100 NM STEP (FOR
A 1 NM/ 10 NM/ 100 NM STEP). 9. TOTAL POWER RANGE>-6 dBm to -50 dBm
(A. 1530 to 1560 NANOMETERS:>-1.0 dBm to -50 dBm, B. 1490 TO 1510
NANOMETERS>-4.0 dBm TO -50 dBm FOR THE 1500 NANOMETER LASER). 10. POWER
LINEARITY:<plus or minus 0.3 dB. 11. POWER STABILITY:<plus or
minus 0.06 dB (OVER 1 HOUR PERIOD). 12. POWER REPEATABILITY:<plus or
minus 0.05 dB. 13. POWER FLATNESS VERSUS WAVELENGTH<plus or minus
0.2 dB. 14. OUTPUT ISOLATION:>50 dB. 15. RETURN LOSS:>50 dB. *ALL
SPECIFICATIONS SHOULD BE BASED ON MEASUREMENTS MADE AT THE END OF A 2
METER LONG PATCHCORD. REQUIRED FEATURES: A. THE UNIT MUST HAVEA
BUILT-IN VARIABLE ATTENUATOR. B. THE OUTPUT CONNECTOR MUST BE A
STRAIGHT FC/PC CONNECTOR. C. OUTPUT POWER AND WAVELELNGTH SELECTION
MUST BE CONTROLLABLE THROUGH FRONT PANEL CONTROLS. D. THE UNIT MUST
HAVE AN IEEE-488 INTERFACE TO FACILITATE AUTOMATION. E. THE UNIT MUST
CONSIST OF ONE SELF-CONTAINED DEVICE RATHER THAN A NUMBER OF SEPARATE
COMPONENTS. F. THE UNIT SHOULD BE RACK MOUNTABLE. DOCUMENTATION: 1
EACH; USER MANUAL. (vi) All items shall be delivered within 60 days
after contract award. Deliveries shall be F.O.B. Destination, to PR US
Army TMDE Support Activity, BLDG 5429 G, Redstone Arsenal, Alabama
35898-5400. Inspection/Acceptance shall be at destination. (vii) The
FAR provisions at 52.212-1, instructions to Offerors-Commercial Items
is applicable. (viii) FAR 52.212-2, Evaluation -- Commercial Items is
applicable. (ix) The offeror shall include a complete copy of the FAR
provisions at 52.212-3, Offeror Representations and Certifications --
Commercial Items. (x) FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, is applicable. The government intends to award a
contract resulting from this solicitation to the responsible,
responsive, technically acceptable and lowest priced offeror whose
offer conforms to the solicitation and will be most advantageous to the
Government. (xi) FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items is
applicable. (xii) Offers are due 04 Mar 1997, 2:00 p.m. local time. The
proposal must be signed by an official authorized to bind your
organization. You must submit two (2) copies to: U.S. Army Missile
Command, AMSMI-AC-CFFB/Ms. LaVerne Askew, Redstone Arsenal, AL
35898-5280, Solicitation DAAH01-97-T-0477. Offers may be submitted on
letterhead stationary and, at a minimum, must show: (1) the
solicitation number, (2) the time specified in the solicitation for the
receipt of offers, (3) the name, address, and telephone number of the
offeror, (4) a technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation. This may include product literature, or other documents,
if necessary, (5) terms of any express warranty, (6) price and
discount terms, (7) "remit to" address, if different from the mailing
address, (8) a complete copy of the representations and certifications,
(9) if the offer is not submitted on the SF 1449, include a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in the solicitation. Offers that fail to furnish
required representations or information, or reject the terms and
conditions of the solicitation may be excluded from consideration.
