The Bureau of the Public Debt intends to issue a commercial item Request for Quotations (RFQ) for a software system that utilizes personal computers operating in a Local Area Network (LAN) environment to process the storing, borrowing, and deleting of records. The proposed system shall operate in a Novell NetWare server environment. Shall operate in a Windows desktop environment and allow the user to create, retrieve, manipulate, process and print. The system shall transfer report files to the National Archives via 3.5 diskettes or existing e-mail system. The files shall be stored in ASCII format. The system shall allow for a minimum of 20 concurrent users. The software shall be C2-compliant as established by the National Security Agency (NSA) or the National Institute for Standards and Technology (NIST). The system life is 5 years.
