synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Proposal (RFP) and this includes all provisions and clauses
in effect thru FAC 90-40. This is a sole source requirement IAW FAR
6.302-1. This RFP has the following line item: 0001 2 EA High Speed
Event Acquisition Board is required to gather data from a 12 channel
light probe system. This system will be used to acquire data about
blade vibration frequencies and amplitudes in a spinning jet engine
component. Each light probe delivers a laser beam to the tip of a
rotating jet engine fan or compressor blade. The optical signal
scattered from the blade tip is collected by the light probe and
converted to a TTL level (5 volts) pulse. The width of the TTL pulse
will be approximately 3 microseconds. The VME card must also monitor a
once per revolution signal. The once per revolution signal is a 0 to
5 volt pluse and will be 10 microseconds wide. The VME card which will
gather data from the light probes and the once per revolution signal
shall have the following capabilities: (1) the card shall handle output
from 12 light probes, (2) the card will measure the time between the
once per revolution signal and each of the light probe pulses to a
precision of 5 nanoseconds, (3) requires a clock speed of at least
200MHz, and (4) The card shall report both the leading and trailing
edge of each pulse. The output of the card shall consist of a 3-byte
time stamp for each event and a 1-byte event code indicating which of
the 12 light probes had detected a blade passage. The clock shall be
reset to zero by the once per revolution signal. The 1-byte event code
indicating which of the 12 light probes had detected the blade passage
will have its sign bit set if the event is a trailing edge. An engine
with 70 blades, and a speed of 250 rev/sec, this will generate
1,680,000 bytes of data per second (70 blades, 12 probes, 4
bytes/event, 250 rev/second, 2 events per blade passage). This data
will be stored in an on-board FIFO of at least 320k bytes so that the
host computer need not do more than five DMA reads per second. The host
must see the data continuously for several hours, there should be no
gaps in the data. Item 0002 1 EA 72" Base Equipment Rack. Item 0003 1

issue/response date will be 18 Feb 97. The anticipated award date will
be 07 Mar 97. Written procedure will be used for this solicitation. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services)
required are available from only one or a limited number of
responsible source(s) and no other type of supplies or services will
satisfy agency requirements. The proposed contract action is for
supplies and services for which the Government intends to solicit and
negotiate with only one, or a limited number of sources under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty five-days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
Determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. An Ombudsman has been establishedfor this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors, when potential offerors prefer not to
use established channels to communicate their concerns. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to the Ombudsman.
