This announcement constitutes the only solicitation; Bids are being requested and a written solicitation will not be issued. Solicitation DAKF48-97-B-0007 is issued as an Invitation for Bids (IFB). The Contractor shall deliver required ice to the Field Ration Break Point, Building 89100 at South Fort Hood, Monday thru Friday during the hours of 0630 -- 1600 and Saturday and Sunday 0730 -- 0930 hours and Field Ration Break Point, Building 57003 at North Fort Hood, Monday thru Friday during the hours of 0900 -- 1600. The contractor will furnish two trailers to store ice. The trailers shall be refrigerated or capable of keeping the ice from melting and the size will accommodate the size of the order. The trailers will be located at Building 89100 South Fort Hood and Building 57003 North Fort Hood. The trailer to be located at North Fort Hood will be as needed. Clause 52.211-8, Time of Delivery, applies to this acquisition and is incorporated in full text by addendum (delivery will be made within 1 -- 5 days after receipt of delivery order). FAR 52.211-16, Variation in Quantities applies and is incorporated in full text by addendum,(The permissible variation shall be limited to 0 percent increase, and 0 percent decrease). FAR 52.203-8, Cancellation, Rescission, and Recovery of Funds for Illegal or Improper Activity applies and is incorporated by reference. FAR Provision 52.216-1, Type of Contract applies and is incorporated in full text by addendum and reads as follows: The Government contemplates award of a Firm Fixed Price Requirements contract resulting from this solicitation. The clause at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. Addendum to FAR 52.212-1 reads as follows: Paragraph (b): Sentence two, delete "the SF 1449" and "or as otherwise specified in the solicitation." Paragraphs (b)(4), (d), (e), (g), (h) and (i) are deleted. The Bidder will include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its bid. Issuance of Delivery Orders: In reference to the Ordering Clause of this solicitation, the Contracting Officer or designated Representative, will issue Delivery Orders during the contract period and for such additional performanace periods as may become applicable under FAR Clause 52.217-9, Option to Extend the Term of the Contract. Orders may be issued orally, by facsimile or the ordinary mail. Extension after performance -- Notwithstanding any other clause of this contract, including option clauses, if offers have been competitively solicited for the continuation of the furnishing of supplies provided under this contract, the government may extend the then current contract performance period for not less than one month nor more than six months on the same terms and conditions as applicable to the then current performance period. A written notice of an extension under this provision shall be furnished to the contractor not less than 15 days prior to the expiration of the existing contract. Award will be made to the lowest responsive, responsible bidder whose bid conforms to this solicitation. Bidders must indicate that company is not currently on the List of Parties Excluded from Federal Procurement or Nonprocurement Programs. Funds will be certified on each delivery order issued under this contract. All responsible sources may submit a bid which shall be considered by the Directorate of Contracting.
