The National Institute of Standards and Technology (NIST) of the Department of Commerce has a requirement for setting up a Green's functions library for advanced materials applications with internet (WWW) accessibility. The Green's functions are mathematical functions which are used to solve the equations of elastic equilibrium for materials. The Green's functions are also used in a variety of engineering applications such as stress analysis of solids, analysis and interpretations of data on nondestructive evaluation of solids, engineering design of materials, analysis of reliability of materials, etc. The project requires calculations of Green's functions using analytical techniques developed at NIST combined with special numerical techniques of the boundary element method which have been developed at Iowa State University and the Colorado School of Mines. In addition to having the expertise in the Green's functions and boundary element analysis, the project requires expertise in computers, in particular Java programming or equal. The contract is for one (1) year but likely will be extended for year two (2). Concerns having the capability to furnish the above services should provide written statements of their capabilities within 45 days from the date of this synopsis. The capability statements should show their research experience in working with Green's functions library and their ability to perform the work. In the absence of qualified sources, it is the intent of the Government to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to Iowa State University, AEEM Department, Ames, Iowa 50011, as this source is considered to be the only responsible source and no other type of supplies or services will satisfy agency requirements.
