Immigration and Naturalization Service (INS), Office of Programs, is
conducting a market survey and search for potential sources. It invites
interested contractors to submit their qualification statements for
professional services, with expertise in federal, state and local law
enforcement, immigration issues, and the implementation of quality
management techniques which may assist INS in carrying out its interior
enforcement mission. INS is considering award of a delivery order under
GSA Schedule No. 874, Quality Management Services. It seeks
contractors, particularly those holding contracts under this GSA
schedule, that are capable of conducting a study to analyze and present
options and recommendations for a comprehensive, integrated, interior
enforcement strategy to complement the existing INS border control
strategy. The study is to be based on the framework of the Department
of Justice and INS strategic plans. It is to encompass policy analysis,
mission-based organizational analysis, program strategies and tactics,
the cooperative enforcement requirements of the Illegal Immigration
Reform and Immigrant Responsibility Act of 1996, as well as other law
enforcement and public expectations regarding immigration enforcement
activity in the interior of the United States. -- The contractor must
demonstrate expertise in applying the following skills: research;
knowledge of and experience with law enforcement agencies, their
missions and operations; organizational analysis; qualitative and
quantitative analysis in demographic, economic and political arenas;
statistical identification and measurements; and facilitation of
information acquisition. -- INS anticipates that this project will
involve travel to approximately five INS field offices, with each trip
lasting from two to four days. The contractor will be expected to
facilitate three meetings one with an INS team of 10-15 persons, a
second with a group of external ``stakeholders,'' and a third with both
groups combined. The time frame for completion of the delivery order
requirements will be six months from date of award. -- The required
product/deliverable will be a report presented in terms of prioritized
enforcement functions,geographic areas and time lines. The report
should address (1) the organizational placement of enforcement
functions along mission lines; (2) a systematic approach to the
appropriate mix of resources and functions in critical locations,
including staffing; (3) the social, economic and public policy
implications of an integrated interior enforcement strategy; and (4)
include performance benchmarks for analyzing the strategy's
effectiveness. -- Interested parties should submit a capability
statement, including a copy of their current GSA schedule contract (if
applicable), and any relevant past performance data or references, to
the Contract Officer at the address listed above. This is NOT a
request for proposals. NO solicitation document exists. Requests for
copies of a solicitation will not be acknowledged. Written responses
are due no later than February 28, 1997, in order to insure
