Institute of Standards and Technology (NIST) is seeking to purchase an
electronic feedback-control system which is required as a retrofit for
an existing servohydraulic materials testing machine. The new
controller will replace an Instron model 2150 controller and it must be
compatible with the existing Instron model 21005 hydraulic pump. The
controller shall have three modes of control: load, displacement
(stroke), and strain, with adjustable limits for each control mode. The
controller shall have two separate and complete user interfaces, a
manual control panel and an IEEE-488 computer interface. Each interface
shall allow the operator to fully adjust and control the system. With
respect to the computer interface, it shall be compatible with an Apple
MacIntosh Quadra 700 computer and National Instruments LabView
software. The system will include LabView drivers for computer
operation. The vendor will be responsible for installation and initial
testing of the system. Interested sources proposing to supply an
equivalent system must submit a written qualification statement clearly
establishing capability to meet the above requirements within 15 days
from the date of this synopsis. In the absence of other qualified
sources, it is the intent of the Government to negotiate a sole source
contract under the authority of 41 U.S.C. 253(c)(1) with Instron
Corporation, 100 Royall Street, Canton, MA 02021 as this source is
considered to be the only responsible source and no other items will
