This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Proposals
are hereby requested, and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This announcement constitutes Request for Proposals (RFP) number
N00014-97-RRS04. The small business size standard for this acquisition
is 500 people and the SIC is 2542. This acquisition is unrestricted.
The Naval Research Laboratory has a requirement for Movable Acoustic
Partitions. The Contractor shall provide a quantity of fourteen (14)
each movable acoustic partitions in accordance with the following
specifications. (1) The partition face shall be 16 feet by 10 feet. (2)
The order shall consist of a quantity of 14 partitions configurable to
construct a room area of 50 feet by 20 feet. (3) The partition wall
shall have a nominal 8inch total thickness of alight-weight acoustic
absorptive material, such as fiberglass. The acoustic absorption of
coefficient of the partition shall be as follows: (a) At a Center
Frequency 1/3 Octave Band level of 25 Hz, the Absorption Coefficient (%
or Sabins/sq. ft.) shall be nominally 1.00; (b) At a Center Frequency
1/3 Octave Band level of 250 Hz, the absorption coefficient shall be
nominally 1.30; (c) At a Center Frequency 1/3 Octave Band level of 500
Hz, the Absorption Coefficient shall be nominally 1.40; (d) At a
Center Frequency 1/3 Octave Band level of 1000 Hz, the Absorption
Coefficient shall be nominally 1.30; (e) At a Center Frequency 1/3
Octave Band level of 2000 Hz, the Absorption Coefficient shall be
nominally 1.20; and, (f) At a Center Frequency 1/3 Octave Band Level of
4000 Hz, the Absorption Coefficient shall be nominally 1.20. (4) The
base structure depth (interior exposure of partition to rear of base
structure) shall not exceed six-feet with a T-frame footprint. (5) The
partition shall be mounted as close as possible to the front edge (top
of T) of the T-frame base with a counterweight on the opposite end
(bottom of T). The counterweight shall be designed to prevent the
partition from tipping under normal operation conditions. (6) The
partition shall be movable by employing swivel casters in base
structure. (7) The partition shall have a finish coat of beige-white
polyurethane enamel. (8) Each partition shall be shipped in 2 -- 3
sub-assemblies and have a simple final assembly. Delivery of the
requirements shall be within eight weeks after contract award date. The
Contractor shall deliver the system FOB Destination at the Naval
Research Laboratory, Washington, D.C. for inspection and acceptance.
The Federal Acquisition Regulation (FAR) and Defense Acquisition
Regulation Supplement (DFARS) provisions and clauses incorporated into
this solicitation are those brought into effect through FAR Circular
90-37 and Defense Acquisition Circular 91-10. The FAR and DFARS
provisions are incorporated herein by reference. Offerors are advised
to propose in accordance with the provisions at FAR 52.212-2 entitled
"Instructions to Offerors -- Commercial Items." Offerors are further
advised to include completed copies of the following provisions with
their offers :FAR 52.212-3 entitled "Offeror Representations and
Certifications-Commercial items;" DFARS 252.212-7000 entitled "Offeror
Representations and Certifications -- Commercial Items"; and DFARS
252.225-7000, Buy American Act -- Balance of Payments Program
Certificate. Offerors will be evaluated in accordance with FAR 52.212-2
entitled "Evaluation-Commercial Items." The specific evaluation
criteria under paragraph (a) of FAR 52.212-2 is (1) Technical
capability of the items offered to meet the Government's minimum needs,
(2) Past Performance, and (3) Price. The criteria "technical
capability" is weighted higher than the criteria "past performance",
which is weighted higher than the criteria "price". The following FAR
clauses apply to this acquisition: FAR 52.215-42, Audit -- Commercial
Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items;
and FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. The additional
clauses cited under FAR 52.212-5 that are applicable to this
acquisition are FAR 52.203-6, FAR 52.20310, FAR 52.219-8, FAR
52.222-26, FAR 52.222-35, FAR 52.22236, FAR 52.222-37, FAR 52.225-18
and FAR 52.247-64. The clause at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes Applicable to Defense
Acquisitions of Commercial Items, applies to this acquisition. The
additional clauses cited under DFARS 252.212-7001 that are applicable
to this acquisition are: DFARS 252.225-7001 and DFARS 252.233-7000. Any
contract awarded as a result of this solicitation will be rated DO
order certified for national defense use under the Defense Priorities
and Allocations System (DPAS)(15 CFR 700), and the Contractor will be
required to follow all of the requirements of this regulation. Offers
shall be delivered to: Procuring Contracting officer, Code 3250:RDS,
Naval Research Laboratory, Department of the Navy, Stennis Space
Center, MS 39529-5004, and shall be received no later than 4:00 p.m.
local time 17 MAR 1997. The package should be marked for RFP
N00014-97-R-RS04, closing date 17 MAR 1997. All responsible sources
responding to this solicitation will be considered. The Government will
not pay for any documents or information received as a result of this
