The necessary requirements include full text of pending and enacted legislation. Each version of a bill should be available within 24 hours of being entered into the Congressional Record. Full text and search capability of the following: Congressional Record, Congressional Reports, Federal Register (within 24 hours of publication), Code of Federal Regulations (current and prior editions), and the United States Code. Full transcripts of public committee hearings and testimony; comprehensive markup reports with amendment text; access to recorded floor and committee votes; and bill history reports (both summary and full by date). Automatic tracking report program: bill and issue tracking based on customer queries, that are run on request and by password. This program must have the flexibility to be customized to address specific needs and users. System must accommodate unlimited usage and multiple passwords. Download results and documents should be formattable in MSWORD or WORDPERFECT. Software must be capable of a Windows 95 interface. Requesting offices must have same day customer support.
