Maggard (405)734-9399 The 38 Logistics Squadron has a requirement for
nonpersonal services for operation, maintenance and recurring support
services of the base telecommunications system at Luke AFB AZ. The
proposed contract is for one year with four option years. The system
consists of an NTI MSL-100 Supernode Switching System with BCS
software. There are 6129 lines (wired for 9216 lines), 187 analog
trunks, 48 digital trunk interfaces, the main distribution frame, the
inside and outside cable plants, ancillary equipment and customer
premise equipment. There are two remotes switches: 1)Gila Bend (65
miles from Luke AFB) with a Meridian 1, Release 19, equipped with 96
digital lines, 288 analog lines, and 24 universal trunks, and 2)
Auxiliary Field (21 miles from Luke AFB) with a Rockwell Microwave
Video Radio System. There are both commercial and Defense Switched
Network (DSN) trunks, access to FTS2000, hot lines, data circuits,
radio circuits, and crash nets. LAN fault isolation and data transport
testing is included in this effort. Foreign participation is permitted
only at the subcontractor level. Copies of the solicitation will be
provided to foreign firms only in order that they may pursue
subcontracting opportunities. All responsible domestic offerors may
submit proposals which shall be considered. Sources responding to this
synopsis must indicate, in writing, whether they are large or small,
disadvantaged or a women-owned business. Businesses shall indicate if
they are foreign owned or controlled. For this acquisition, a concern
will be considered small under SIC 7378 with size standard of
$18,000,000.00. Based upon market research, the Government is not using
the policies contained in Part 12, Acquisition of Commercial Items, in
its solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

been brought to the attention of the program manager and/or the
