AMSMI-AC-CCT, 205-842-7500 (PCC). Sources are sought for providing, and
maintaining on a continuous basis, an operational non-cooperative radar
Doppler scoring capability to provide bullet counting and miss distance
indication as required for both sub-sonic and super-sonic projectiles
fired against ground targets as part of Air Defense Artillery training
exercises. Ground targets are used to practice self-defense during
aerial target engagements by Bradley Stinger Fighting Vehicle and
Avenger and Avenger crews. Services shall be performed in conjunction
with scoring of aerial targets. Prospective bidders must have
experience in scoring support operations (and maintenance of scoring
systems). Any scoring devices (not currently used by the Army) must be
performance tested (accuracy, scoring volume, closing velocities,
multiple targets, frequency, and environmental) and certified by the
contractor that it meets the technical requirements for that system.
Any new equipment must also meet all EMI requirements as well as
radio/telemetry frequency compatability with operations at various
government ranges. Prospective bidders must also be knowledgeable and
compliant with local, state, and federal requirements in handling and
disposal of environmentally sensitive products used to support this
effort. A viable Pollution Prevention Program and Plan will be required
for this effort. This effort, planned for FY 97 with options for FY 98
through FY 01, will include the following: a. Scoring services are
required at Fort Bliss, Texas; White Sands Missile Range (WSMR), New
Mexico; and various Posts, Camps and Stations (PCS) as required to
support Active Army and Reserve Component Air Defense Artillery
training exercises, customer special test programs, and Foreign
Military Sales customer requirements. Services shall be provided
utilizing Government Furnished Equipment (GFE). b. On-site scoring
services will include those requested in support of the Army Air
Defense Center and School training active Army, National Guard and
Reserve Component unit trainingexercises; customer special test
programs; and Foreign Military Sales customer requirements in the Fort
Bliss/WSMR area. Services will include transportation of scoring
devices/equipment from the base facility to the mission support area
and return. Immediate feedback on weapon system/gunner performance will
be provided to the firing unit commander, or test directorate, of the
system being scored. c. Off-Site scoring services will include
transportation of scoring devices/equipment to and from the base
facility to the PCS location; pre-mission installation and check-out of
scoring devices/equipment; and immediate feedback to firing unit
commanders on weapon systems/gunner performance. Travel for contractor
personnel will be on a reimbursable basis and will be limited to that
allowable under Joint Travel Regulations (JTR). A firm fixed price
contract is anticipated for this effort. Any firm with the necessary
skills and experience to accomplish the planned effort are invited to
provide a statement of interestplus data to substantiate your
qualifications to this office within 20 days from the date of
