Office of Justice Programs has a requirement for a contractor to
provide personnel, equipment, and materials necessary to support the
National Institue of Justice's (NIJ) ARRESTEE DRUG ABUSE MONITORING
(ADAM) program. The ADAM program is an expansion of NIJ's current DRUG
USE FORECASTING (DUF) program. The ADAM program will track trends in
the prevalence and types of illegal drug use among booked arrestees in
urban areas. Each site conducts confidential interviews and obtains a
urine specimen from arrestees. Sites collect data on a quarterly
basis. The ADAM contract is anticipated to comprise one base year and
three option years, beginning on or about August 15, 1997. During the
Base Year, the number of sites will expand from 23 sites to a maximum
of 35 sites. During Option Year 1, the number of sites will grow to a
maximum of 50 sites. During Option Year 2, the number of sites will
increase to a maximum of 75 sites; and the number of sites will operate
at a maximum of 75 sites during Option Year 3. In Option Year 3, one
additional quarter of data will be collected at approximately 75
outreach sites in rural/suburban locations. Specific requirements
include but are not limited to the following tasks. Task 1 --
Management of data collection sites including: assessing the
feasibility of including particular sites in the ADAM program; starting
up the selected sites; staffing sites, either through subcontracts or
internal hiring; training all site personnel; monitoring sites with
respect to adherence to specified ADAM procedures, collection
deadlines, data integrity, expenditures, and staff performance; and
communicating problems and issues to the Government on a regular basis.
Task 2 -- Perform data collection including: identifying potential
subjects, securing subjects' consent, conducting interviews and
completing interview instruments, and collecting urine specimens
according to specified procedures. Task 3 -- Perform editing and
entering data from the basic ADAM interview form (developed fromthe
original DUF interview form) and various ADAM interview addenda
(likewise, modeled on the DUF addenda) and process the ADAM urine
specimen data. Task 4 -- Analyze data as directed by NIJ, as well as
prepare ADAM findings for presentation in semiannual, annual reports,
and special topic monographs. Contractor requirements include using a
data entry program that is compatible with SPSS for Windows and/or that
can produce data files that can be converted to SPSS for Windows by the
contractor. The contractor shall have or shall establish an office in
the Washington, D.C. metropolitan area, due to the necessity to hold
periodic meetings (a minimum of one per month) with NIJ's project
management. Also, the Contractor must be able to identify and to enter
into an agreement with a pool of consultants to provide a number of
diverse tasks, such as: 1) ADAM site budget proposal review; 2)
auditing ADAM site financial reporting practice; 3) expert review of
and recommendations for new or improved formats for visual presentation
of statistical information; 4) on-site training or technical assistance
to ADAM sites and other locales; 5) analytic review of ADAM and
ADAM-related publications; 6) technical and statistical review of ADAM
and ADAM-related publications; and 7) review of methodological issues
related to ADAM and ADAM-like programs. It is anticipated that the
ADAM contract will be an indefinite delivery/indefinite quantity
contract with task orders issued on a time and materials basis. A
preproposal conference is anticipated to be held on or about two weeks
after the issuance of the RFP. Proposals will be evaluated using best
