The U.S. Department of Energy (DOE), Oak Ridge Operations Office, intends to issue a Request for Proposals for energy conservation services under indefinite delivery indefinite quantity (IDIQ) contracts. The scope of the multiple IDIQ awards will include federal facilities throughout the Southeast Region including the states of Kentucky, Tennessee, N. Carolina, S. Carolina, Arkansas, Mississippi, Alabama, Georgia, Florida, and the territories of Puerto Rico and the Virgin Islands. Federal agencies will acquire energy services via delivery orders against the IDIQs. Energy services will improve building and facility energy efficiency or reduce utility and related operations and maintenance costs of energy consuming systems at federal facilities. These regional SUPER Energy Savings Performance Contracts (SUPER ESPCs) will be similar to the ones currently being negotiated for the eight states of the Western Region. DOE is in the process of streamlining its procurement process. Therefore, potential offerorsare requested to inform Angela P. Hart, Contract Specialist, (423)576-0999, by 3/11/97 whether or not site visits to the facilities used as the basis for the Southeast Region procurement should be made available to offerors as was done in the Western Region. The DOE is considering as an alternative a procurement conference before proposals are due and improved site descriptions and data in the RFP. Offerors selected to develop projects at the initial sites will have the opportunity to perform an investment grade audit and revise their offers for the delivery order in accordance with new information discovered during such an audit.
