NASA/JSC plans to issue a Request for Offers to "Construct Thermal Control Systems Test, Bg. 360) This procurement is part of the Small Business Competitiveness Demonstration Program and is being conducted using the NASA MidRange procedures. This procurement is open to both large and small business and ranges between $500,000 and $1,000,000. The Standard Industrial Classification Code for the procurement is 1542. This project provides for a 261 square meter addition to the existing building 351 at the Energy Systems Test Area (ESTA). The facility addition will be pre-engineered metal building with dimension of 16.15m x 16.15m, having personnel access doors, one 4.27m x 4.27m roll up overhead door, emergency eyewashes, 10 tons A/C, covered concrete pad for gas bottle storage, truck access drive and all electrical, HVAC, fire detection/suppression systems necessary to accommodate Thermal Control Systems Testing for the Space Station Freedom program at JSC. The construction contractor will be given 395 calendar days to complete the project. As a special responsibility requirement pursuant to FAR Part 9, the RFO/Contract will contain OSHA Safety Standards applicable to SIC Code 1542 and Workmen's Compensation formula for safety to determine the responsible, responsive bidder. All responsible bidders may submit a bid which shall be considered by the agency. The anticipated release date of the RFO is on or about March 4, 1997 with an anticipated offer closing date of on or about April 22, 1997.
