This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Furnish, deliver and install a CNC Routing Center. The machine shall be new and unused and shall be a one piece high precision (CNC) routing center. Machine shall be designed to rout, shape bore and cut flat two (2) dimensional as well as three (3) dimensional parts from a variety of orientations. Common materials include, wood, acrylic plastic and aluminum. This machine shall have all provided standard safety features. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, and repair. The machine shall be furnished with two (2) each of the following: (a) Operator's and maintenance manual; b) Assembly, parts, and electrical manual;(c) All other manuals necessary for the operation and maintenance of the machine;TABLE: The machine shall consists of a stationary or movable work surface capable of handling 1500 x 3000 mm (60 x 120 inches) minimum material. The table shall be an aluminum plate with a precision machined surface finish; TRAVEL AND POSITIONING: The machine shall have multiple axis travel as follows: (a) The "X" axis programmable travel shall be 1500 mm (60 inches) minimum;(b) The "Y" axis programmable travel shall be 3000 mm (120 inches) minimum; (c) The "Z" axis programmable travel shall be 150 mm (6 inches) minimum. The spindle shall be capable of full table coverage. The bridge or table shall ride on a set of ways mounted to the base and move by a zero backlash mechanism. The ways on all axis shall be precision ground steel. The machine shall be furnished with an automatic lubricating system. Travel positioning shall be maintained via the controller. Positioning repeatability shall be +/- 0.0004" minimum. HEAD: The machine shall have a minimum of (1)7HP motor. The operating speed of the spindle motor shall be variable and programmable from 3000 to 18,000 rpm. TOOLING: The machine shall be furnished with all standard equipment normally furnished by the manufacturers; OPERATING SYSTEM: The control system shall be high performance with the latest CNC control system configured to perform three (3) and two (2) dimensional simultaneous motions. It shall be a multiprocessor, multi-tasking operating control. The control system shall be capable of interfacing with diverse and multiple software systems. It shall feature high level hardware integration with a built-in upgradable path for future technological expansion. The machine shall be furnished with all standard control equipment normally furnished by the manufacturers. A system must be provided that can execute files from AutoCAD Version 13 and other CAD programs; ELECTRICAL: The machine shall be designed to operate on 440/480 volt 3 phase, 60 Hertz power.FRAME: The frame shall be rigidly constructed of heavy wall structural steel. The main frame shall be equipped with floor mounts and leveling pads; ASBESTOS RESTRICTION: Asbestos and materials containing asbestos shall not be used on or in the machine or its components; VACUUM SYSTEM: The machine vacuum table shall be an integral part of the machine capable of securing both sheet materials for routing small nested parts and also secure dimensional wood stock for three (3) dimensional routing;OPTIONAL EQUIPMENT: The manufacturers shall provide all optional equipment to meet the specified requirements herein; SHIPPING: The contractor shall incorporate in his bid and be responsible for all shipping with accessories to the Waterways Experiment Station (WES), U. S. Army Corps of Engineers in Vicksburg, MS. Any claim for loss and damages must be handled by the contractor; SET UP AND TRAINING: The contractor shall provide training for operators at Army Corps of Engineers, WES, Vicksburg, MS facility, following installation, for six (6) persons minimum for five (5) days. Once the machine has been positioned, a factory trained technician shall level the machine and conduct a thorough pre-production test routine; WARRANTY: The manufacturer standard commercial warranty shall apply. The following FAR clauses are applicable to this procurement: 52.212-1, "Instructions to Offerors-Commercial Items"; 52.212-3, "Offeror Representations and Certifications-Commercial Items"; 52.212-4; "Contract Terms and Conditions-Commercial Items and Conditions"; 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items"; and 52.0217-0004, "Evaluation of Options Exercised at Time of Contract Award." A completed copy of the provisions at 52.212-3, "Offeror Representations and Certifications-Commercial Items" must be submitted with the offer. Submit an amount for each item of the following supplies: Item: 0001, Description: Furnish, deliver, and install one CNC Router Center in accordance with the specifications provided; Quantity: 1; U/I: ea; Item 0002, Description: Optional Equipment in accordance with the specifications. Table, frame, ways: (1) Table; (2) Frame; (3) Ways; c. Vacuum System: (1) Ability to hold sheet; d. Spindle, motor, tooling: (1) Spindle-full; (2) Motor-High efficiency; (3) Tooling-standard auto-options; 2. Options and machine features; 3. Past Performance: a. Repair/parts availability; b. Customer satisfaction and previous installations; c. Number of specified router sold -- companies who purchased equipment. 4. Training. It is anticipated a firm, fixed price type contract will be awarded as a result of this solicitation. DACW39-97-R-0018 will open on March 12,1997, at 1400 hours, CST.
