66 -- REFURBISHMENT OF PHYSICAL ELECTRONICS 660 SCANNING AUGER MICROPROBE (SAM) AND PHYSICAL ELECTRONICS 6300 QUADRUPOLE DYNAMIC SECONDARY MASS SPECTROMETER SYSTEM SOL DAAL01-97-R-9739 DUE 041497 POC Omar Ali, Contract Specialist, (301) 394-1048, Kathleen M. The contractor shall refurbish the Physical Electronics 660 Scanning Auger Microprobe (SAM) and Physical Electronics 6300 Quadupole Dynamic Secondary Mass Spectrometer System. These systems will continue to be utilized in applications from materials analysis to device quality analysis. These systems shall provide the ability to obtain mass spectra, dynamic sputter depth profilling, ion imaging, and other advanced techniques/methodologies. These instruments will be used to collect data for determining elemental identification, elemental diffusion, layer thickness, in-depth elemental distribution, surface/lateral elemental distribution, etc. Such analysis will be performed on all classes of materials including inorganic compounds, organic compounds, semiconductors, ceramics, metals, insulating materials, and biomaterials as well as mixtures of different materials or compounds. The objective is to provide the U.S. Army with the ability to rapidly characterize materials and devices and to correlate structure and composition with device fabrication and processing conditions, with the end result being improvement(s) in device operating characteristics. In addition, this equipment will continue to provide DOD with state-of-the-art failure analysis capabilities for critical investigations into military systems with materials failures. The contractor shall ship all components necessary to refurbish the PHI 660 and PHI 6300 systems to the U.S. Army Research Laboratory temporary facility at Gaithersburg, MD and shall, using said equipment, demonstrate that the unit meets manufacturers stated specifications. The contractor shall provide an industry standard warranty for the refurbished components to include parts, labor, shipping, emergency field service calls (with 72 hour response time), and personnel transportation for a period of at least one year from the date of acceptance of the full system. The contractor shall also provide formal training to ARL-MD personnel to make them familiar with the modifications and additional capabilities of the instrument and proficient in the use SIMS instrument and analysis procedure (minimum of 10 days for users at ARL). The contractor shall provide technical support, at no additional cost, to the PHI 660 and PHI 6300 systems user(s) by having technical staff members on-call consultation by telephone during normal business hours. The contractor shall also provide one (1) preventive maintenance visit for the unit 6 months after acceptance of the system (during the warranty period). The contractor shall provide two (2) copies of the operating service manuals for the equipment and two (2) copies of manuals for the system software. Delivery date to be no earlier than May 1997 unless agreed upon in writing by the Contracting Officer. It is the intent of the Government to award a contract on a sole source basis pursuant to FAR 6.302-1. Interested sources are encouraged to provide a statement of interest and supporting evidence of their capability to provide such items to the Contracting Officer within fifteen (15) calendar days after publication of this synopsis. The final determination by the Government not to open this requirement to competition based on information provided is solely within the discretion of the Government. Interested firms should indicate if they are a large or small business. All responsible sources may submit a bid or proposal which will be considered by the Agency.
