Projects Agency requires the development of a highly efficient, non
air-breathing, low form factor (15KJ/g) acoustic shock wave source.
This source will form the basis for a fleet-organic prototype
autonomous mine neutralization system capable of delivering a high
energy pressure pulse to disable underwater mines and obstacles in
water depths less than 10 meters. Specific emphasis will be on the
design, fabrication, and demonstration of a system that will generate
and transport a pressure pulse with an impulse >1000psi-msec and
peak pressure >2000psi to a target range of 20m. At 20m, the energy
will be focused to a 3m diameter. Under the authority of 10 USC
2304(c)(1), DARPA intends to negotiate solely with Advanced Power
Technologies, Inc., Washington, D.C. for this effort based upon the
contractor s completed feasibility demonstration of this technology
under IR&D. The contractor possesses a combination of support equipment
and technical staff with expertise inpulsed power technology that is
unique to this contractor and essential for the completion of the task
in a timely and economical manner. The period of performance is
estimated at two years. The Government estimates that a 6 man-year
level-of-effort is required. As set forth in CBD Note 22, all
interested parties may identify their interest and capability to
respond to the requirement. This notice of intent is not a request for
competitive proposals. Capability statements received within
forty-five days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
