255-5252 Notice of Contract Action for Integrated Test Bed, System
Concepts, Simulation, and Development. The Wright Laboratory, Avionics
Directorate, System Concepts and Simulation Division's Integrated Test
Bed (ITB) is designed to provide a general purpose systems development,
integration, test and simulation capability to support all stages of
avionics development. The facility is intended to be multipurpose,
integrated, modular, and flexible. It is targeted to support advanced
avionics programs from initial stand-alone design, test and evaluation
through integration and evaluation in a full avionics architecture
with man-in-the-loop simulation capability. The support of a system
integration contractor is being sought to provide the professional
engineering and technical support, materials, equipment, and supplies
required to upgrade, operate and maintain the ITB facility in support
of present and future Avionics Laboratory programs. The objective of
this effort is to conduct avionics integration and simulation research
in the ITB (1) by linking the ITB with the IDAL and IESS laboratories
under DIS/HLA to allow total avionics real-time evaluation in a combat
environment; (2) by exploring functional integration of mission
avionics, CNI avionics and EW avionics using next generation hardware
in support of aging aircraft and precision engagement; (3) and by
conducting research into integrated avionics architectures. This effort
will provide the ability to respond quickly to meet new requirements
and explore new concepts without long program delays. Flexibility in
the facility will be maintained to allow simultaneous research in
multiple avionics technologies. The real-time simulation capabilities
of the ITB, use of actual avionics hardware and/or software, and the
DIS/HLA environment are key to successfully demonstrating integration
concepts and technologies for avionics systems and equipment. Three
steps are planned to accomplish each objective in support of this
effort: (1) Preparation of an integration, simulation, and test plan,
(2) Integration of the avionics hardware/software into the ITB, and (3)
simulation, demonstration, and/or evaluation of the avionics
hardware/software in an avionics architecture. Major systems targeted
for integration include advanced avionics processors, advanced avionics
algorithms, Ada avionics real-time software, high speed avionics data
bus, and related avionics hardware. It is desired that the successful
offeror have, or establish, a substantial capability within 25 miles of
Wright-Patterson AFB. Required contractor qualifications for this
effort including expertise and demonstrated experience in the areas of
aircraft avionics, avionics and systems integration, real-time
avionics simulation, DIS/HLA, airframe/sensor simulation models, head
up displays, Mil-Std-1750A processors/programming, Ada/C/FORTRAN
programming, Mil-Std-1553B bus implementation, aircraft
controls/displays, operational flight programs, out-the-window display
generation/databases, computer graphics, artificial intelligence, DEC
VAX, UNIX and PC/NT computer systems. A reference library of program
related data will be established in the ITB Technical Library (Room
#S3A42), located in Bldg 620, Area B, Wright-Patterson AFB Oh, and will
be available for review beginning 1 April 1997. Sources interested in

Facility tours will be available during normal Wright Laboratory core
hours (9-11 AM & 1-3 PM) up through 30 May 1997. Security Requirements:
International Traffic In Arms Restrictions (ITAR)apply. Firms
responding should indicate whether they are, or are not, a small
business, a socially and economically disadvantaged business, a woman
owned business, a historically black college or university, or minority
institution. For this item, the general definition to be used to
determine whether your firm is small is as follows: "A small business
concern is a concern that is independently owned and operated, is not
dominant in the field of operation in which it is bidding on government
contracts and with its affiliates, the number of employees does not
exceed 500 persons." SIC Code 8731 applies. "Concern means any business
entity organization for profit with a place of business in the United
States, its possessions, Puerto Rico, or the Trust Territory of the
Pacific Islands, including but not limited to an individual,
partnership, corporation, joint venture, association or corporation".
The Air Force reserves the right to consider a small business set-aside
based upon responses hereto. Small business respondents are encouraged
to provide a statement of capabilities to assist the Air Force in
making a set-aside decision. All respondents shall include in any
request their assigned Commercial and Government Entity (CAGE) Code.

The only purpose of the ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should use

concerns before resorting to use of the Ombudsman. Potential offerors
