Mary Anne Glitz, Contracting Officer To provide the Division of
Workplace Programs (DWP), Center for Substance Abuse Prevention (CSAP),
Substance Abuse and Mental Health Services Administration (SAMHSA),
substantive, technical, and administrative support for a series of
special leadership activities in its efforts to develop knowledge
concerning public and private sector workplace managed care (WMC)
substance abuse (alcohol and drugs) prevention and early intervention
programs and strategies. This may include, but not be limited to:
facilitate at and serve as a non-voting member of the WMC cooperative
agreement grantees Steering Committee meetings composed of grantee
project officers, the contract staff and SAMHSA/CSAP staff; provide
expert advice in the development and grantee implementation of cross
site evaluation across an estimated 10 -- 15 WMC grantees; analyze
cross site data provided by the WMC grantees and produce a cross site
findings report; provide technical assistance to WMC grantees; oversee
the development of a WMC substance abuse prevention and early
intervention knowledge base to share with SAMHSA/CSAP, its grantees and
the field; and support the planning, development and implementation of
a series of specialized workgroups, meetings and conferences and
on-going SAMHSA/CSAP initiatives related to WMC. The Contractor will
also provide, under Option 1 of the contract, the Office of Managed
Care (OMC), CSAP, substantive, technical, and administrative support
for a series of special leadership activities in its efforts to develop
knowledge concerning substance abuse prevention and early intervention
practices, programs and strategies in publicly funded community
managed health care programs (CMC). This may include, but not be
limited to: provide facilitation and technical assistance to OMC's
proposed CMC cooperative agreement grantees (approximately 2 -- 5
grantees) including facilitating in the development and implementation
of the CMC cross site evaluation of common outcome measures; analyzing
CMC cross site results and producing a report; providing technical
assistance to CMC grantees and related managed care organizations;
oversee the gathering and analysis of CMC related knowledge involved
with publicly funded community managed health care programs to share
with SAMHSA/CSAP, its grantees and the field; support the planning,
development and implementation of a series of specialized CMC
workgroups, meetings and conferences and ongoing SAMHSA/CSAP
initiatives related to CMC. CSAP plans a three year base award along
with an option for the work described above in support of the Office of
Managed Care and for two additional options to extend the base award
for a period of 12 months each. The estimated date for issuance of this
RFP is February 28, 1997 with responses due thirty days later. This
solicitation may be obtained in either of two ways; electronically, by
downloading a file from the SAMHSA Bulletin Board System (BBS) at 1
(800) 424-2294 (8,N,1) or by mail. Files will not be made available on
the BBS until on or after theestimated issuance date. Download
instructions are posted on the BBS. Once downloaded, you should
determine if you have a continuing interest in the RFP. If so, you must
either write the individual identified above that you wish copies of
amendments to the RFP (if any) sent to you by mail or check the BBS
regularly for amendments which will also be posted there and can be
downloaded electronically. You may choose either method for obtaining
amendments. Note, however, that if you rely on the BBS for obtaining
amendments, at this time we have no way to assure, and will therefore
assume no responsibility for assuring, you have downloaded these
amendments. Requests for copies of the RFP to be mailed must be made in
writing and will be honored if received within twenty calendar days
after issuance of the solicitation. Requests received after this period
will be filled on a first-come, first-served basis until the supply is
exhausted; however, there is no assurance that copies requested after
the twentieth day will reach the requestor before the due date for
