C -- ADD/ALTER C-130 SQUADRON OPERATIONS AND AIRCRAFT MAINTENANCE UNIT, TMKH953008 -- POPE AFB, NC POC Dan Lenz, 912/652-5585 The following announcement appeared in the January 31, 1997 issue of the Commerce Business Daily. PLEASE NOTE REVISION OF SELECTION CRITERIA (5): Use of PACES. The estimates for this project shall be prepared using the latest version of PACES. 1. CONTRACT INFORMATION: A-E services are required for preparation of a Request for Proposals to design and build two additions to an existing building, Option 1 -- serve on the review team for Technical Conformance of Proposals and Option 2 -- Provide Construction Phase Services for Add/Alter C-130 Squadron Operations and Maintenance Unit, TMKH953008, Pope AFB, NC. This will be a firm fixed price contract. The contract is anticipated to be awarded in March 1997 and completed in July 1997. The estimated construction cost range is less than $5,000.000. This announcement is open to all firms, regardless of size. 2. PROJECT INFORMATION: The work will be in three options. OPTION 1 -- The A-E will perform all Architect-Engineer services necessary in preparation of Request for Proposals to design and build two additions, one to each end of an existing building. The additions will be 2,200 square meters and 2,050 square meters, totaling 4,250 SM. The successful firm will be given a Customer Concept Document (CCD) developed by the Air Force. The CCD is a booklet which outlines the project requirements. The A-E will utilize this booklet to develop the Request for Proposals based upon Savannah District criteria. OPTION 1 -- The A-E will serve on the review team for Technical Conformance of Proposals. OPTION 2 -- After award, the A-E will provide Construction Phase Services. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (firms by major criteria and then by each sub-criterion). Criteria A thru E are primary. Criteria F thru H are secondary and will only be used as "tie-breakers" among technically equal firms. A. Specialized experience and technical competence in: (1) Preparation of Requests for Proposals for Design/Build contracts for industrial buildings; (2) Design of new industrial buildings and addition to existing industrial buildings; (3) Providing construction phase services; (4) Use of CADD; (5) Use of PACES. The estimates for this project shall be prepared using the latest version of PACES. The software and User's Manual will be provided by the Savannah District free of charge to the successful A-E. The drawings will be prepared using graphics created via Intergraph/Bentley Microstation PC version 5.0 or later or Microstation 32. Drawings created using other CADD software must be translated to the Microstation (*dgn) format. The Contractor will possess the software to enable the full translation of drawing files. Before selection, the pre-selected A-E's may be required to demonstrate the above compatibility by reproducing a Government-supplied standard drawing and translating it to the Intergraph/Bentley Microstation format with proper leveling, line weights, symbology, color, etc. as described in EM-1110-1-1807. Compliance with this requirement will be submitted as part of the SF 255 submittal. B. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. C. Capacity to accomplish the work in the stated contract period and to dedicate at least one each of the following disciplines: architectural, electrical engineer, structural engineer, civil engineer, mechanical engineer. The design team must include a Registered Engineer or Registered Architect who is a full "member" in good standing of the Society of Fire Protection Engineers (SFPE) or an individual who is a Registered Fire Protection Engineer and whose principle duties are fire protection engineering. Disregard the "to be utilized" statement at Block 4 of SF 255 and show total depth of staff in all disciplines. D. Professional Qualifications of key management and professional staff members. Resumes (Block 7 of the SF 255) must be provided for these disciplines, including consultants. E. Knowledge of Locality: Knowledge of locality as it pertains in design and construction methods of projects in the geographic area of this contract. SECONDARY CRITERIA: F. Small Business, Small Disadvantaged Business, and Women Owned Business Participation: Extent of participation of small business, small disadvantaged businesses, women owned business, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. G. Equitable Distribution of DoD Contracts: Volume of DoD contract awards in the last 12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms must submit ONE (1) copy of SF 255 (11/92 edition) for prime and ONE (1) copy of SF 254 (11/92 edition) for prime and all consultants to the following address: U.S. Army Engineer District, Savannah, ATTN: CESAS-EN-EA, 100 W. Oglethorpe, Savannah, GA 31401, not later than the close of business on the 30th day after the date of this announcement.
