POC Contracting Officer, Doug Hargrove (415/750-2066) The Department of
Veterans Affairs solicits proposals for halfway house care for veterans
in San Francisco, Alameda, Alpine, Amador, Butte, Calaveras, Colusa,
Contra Costa, El Dorado, Glenn, Lassen, Modoc, Mono, Nevada, Placer,
Plumas, Sacramento, Shasta, Siskiyou, Sierra, Solano, Sutter, Tehema,
Trinity, Tuolomne, Yolo, and Yuba Counties in California. It intends to
award several contracts for the service. Veterans are to be treated for
(1) drug and alcohol abuse and/or (2) chronic mental disorders in the
facilities. Lengths of stay will be from one day to 180 days for
veterans with chronic mental disorders and from one to 60 days for
veterans with substance abuse problems. Contracts will be indefinite
quantity contracts with no minimum amount of utilization. Maximum
utilization among all contractors will be fourteen (14) beds at any one
time. Facilities will be required to undergo thorough inspections by
the Department of Veterans Affairs prior to contract awards and must
possess all locally-requiredlicenses and certificates, and be otherwise
in full compliance with local laws and regulations. Contracts will be
awarded for a base period of one year with four one-year options each.
100% small business set-aside. FAR Part 12 proceedures will not apply
to this solicitation. Notice to Prospective Offerors: The Government
does not intend to use Federal Acquisition Regulation (FAR) Part 12 for
