R -- RESIDENTIAL WOMEN AND CHILDREN/PREGNANT AND POSTPARTUM WOMEN (RWC/PPW) CROSS-SITE DATA COLLECTION SYSTEM TECHNICAL ASSISTANCE AND DATA MANAGEMENT SOL 270-97-7013 DUE 041696 POC Mary Anne Glitz, Contracting Officer (301) 443-4980 The Center for Substance Abuse Treatment (CSAT) within the Substance Abuse and Mental Health Services Administration (SAMHSA) requires a contractor of national scope, credibility, and experience in the substance abuse treatment field to manage a technical assistance and data management contract to support an existing automated data collection system for a large-scale national substance abuse treatment cross-site evaluation of residential women and their children and pregnant and post-partum women (RWC/PPW). The RWC/PPW cross-site was built upon and must be fully integrated with a number of other on-going evaluations of CSAT projects. The Contractor will be responsible for demonstrating a thorough knowledge of the projects to be studied, developing a technical approach based on existing programs and strategies, service delivery units, data bases, patient populations, and evaluation efforts. This procurement will support the export of an existing automated data collection system to RWC/PPW grantees, facilitate the system being imported and used by these grantees, provide technical assistance to the grantees so they can adopt this data system and incorporate it into their local data collection operations, provide for system modifications and upgrades (if needed), support data quality control procedures for the RWC/PPW cross-site, and provide support to CSAT and its TA contractors regarding various data tasks that will result from the collection of RWC/PPW cross-site data. CSAT intends to contract with an organization that can provide the required services and end products and whose staff can offer special expertise in areas such as automated data collection systems used in national evaluations, methods development, tracking and interviewing patients, data collection and analysis, and using cost accounting and analysis techniques in outcomes studies. The contractor must demonstrate expertise in all required programmatic and methodological areas and the ability to produce high quality analytic products. The Contractor must have successful, strong, and extensive experience in conducting evaluations within the substance abuse treatment field; in conducting both prospective and retrospective cross-site studies and follow-up studies, including identifying, locating, and interviewing of clients; in the integration of projects with others underway or completed; and in managing complex contract with multiple tasks. CSAT anticipates award of one contract for a period of one year with an option for an additional 12 months. The estimated date for issuance of this RFP is March 12, 1997 with responses due approximately thirty days later. This solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 (8,N,1) or by mail. Files will not be made available on the BBS until on or after the estimated issuance date. Download instructions are posted on the BBS. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the BBS regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Note, however, that if you rely on the BBS for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing and will be honored if received within twenty calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
