Phone 809-9263645/9. USAID/Jamaica is seeking the services of an
Environmental Project Management Specialist to be responsible for the
implementation and monitoring of the Development of Environmental
Management Organizations (DEMO) project and other environmental
activities. This 14 month personal services contract position may be
extended if the PACD of the DEMO Project is extended beyond May 31,
1998. The position is classified at the GS 13 level. The specialist
will provide project management and technical advice associated with
the DEMO project and Strategic Objective -- 2 (SO-2) unit (office)
program development in the field of environment and natural resources
including coastal resources, watershed management, pollution control
and forestry. The specialist will work closely with technical personnel
in SO-2 and DEMO to plan, design, and implement activities for
conserving natural resources for sustainable economic development. The
specialist will also work directly with leaders of Government
agencies, communities,NGOs and businesses to implement project
activities. The contractor will report to the Team Leader of the SO-2
unit. Educational qualifications: requires a graduate degree in natural
resources management, environmental planning/management, land
use/community planning, resource economics, or other fields directly
related or applicable to natural resources management, or equivalent.
Knowledge & Experience: Knowledge & Experience: -- must have experience
in planning, design, implementation and monitoring of USAID-funded
natural resources management or environmental programs. Familiarity and
experience with USAID procedures, documentation and reporting is
desirable. -- must document a minimum of five years experience in
managing natural resource or environmental programs and must
demonstrate ability to overcome project implementation difficulties and
achieve tangible results. -- need to have broad-based understanding of
natural resources, environmental and institutional (GOJ and NGO)
issues and an ability to analyze and establish priorities within a
