0211MS. Contracting Officer: L. R. Fisk THIS SOLICITATION IS HEREBY
BEING ISSUED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN
COMPETITION. The work includes the design and construction of three new
Bachelor Enlisted Quarters including integrated site development and
incidental related work to provide a complete and usable facility.
These projects comprise P-626 consisting of 165 modules, P-646
consisting of 205 modules, P-641 consisting of 68 modules, and P-641A
consisting of 34 modules. The total area is 36,655 square meters. The
work also includes demolition of the South Wing of Building 62, which
has asbestos, lead paint and PCB hazards. The Government will award a
contract resulting from this solicitation to the responsible proposer
whose proposal conforming to the solicitation will be "BEST VALUE" to
the Government, price and technical factors considered. This
procurement will consist of Two (2) Phases. Phase I: Proposers will be
evaluated on: (1)Experience and Capability to Perform, (2)Sustainable
Development Experience, and (3)Construction Quality Control and
Safety. The highest rated proposers, typically 3 to 5, will advance to
Phase II. The Government will then request the Phase II proposal.
Phase II: Qualified Proposers will be evaluated on: (1)Technical
Proposal (which will include Sustainable features, Roofs, Durability,
and Quality of Life) and (2)Price Proposal. The Government reserves the
right to reject any or all proposals at any time prior to award; to
negotiate with any or all proposers; to award the contract to other
than the proposer submitting the lowest total price; and to award to
the proposer submitting the proposal determined by the Government to be
the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD
MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the
most FAVORABLE terms. Proposers should not assume that they will be
contacted or afforded an opportunity to qualify, discuss, or revise
