Offer for replacing main substation switchgear and circuit breakers.
This procurement is open to both large and small business and ranges
between $1,000,000 and $5,000,000. This procurement is part of the
Small Business Competitiveness Demonstration Program and is being
conducted using the NASA MidRange procedures. The Standard Industrial
Code is 1731 Electrical Work for the replacement and includes the
following: Replace four existing oil circuit breakers (identified as
OCB's D710, D730, D740, and D750) with new Government furnished
equipment (GFE) 145kv, 2000A, SF6 gas breakers. The new gas circuit
breakers will be Government furnished. The existing OCB's are mounted
on "I" beams installed on pier type foundations. New conduit shall be
installed between the new SF6 breakers and trench duct for signal and
control cables. Because of shuttle flight restrictions, the
installation and testing of each breaker shall require less than five
(5) days. Remove 138kv Air Switch T3HS, 138kv OCB D700, 15 MVA
Transformer T3 and switchgear 3. This removal will include all bus,
support structures, cabling, Building 221F2 (contents included) and
foundations. Relocate 25 MVA transformer 2 temporarily and re-install
transformer 2. Repair foundation for transformer 2. Upgrade the 138 kv
ring bus to 2000 amp capacity by replacement of the remaining 2-1/2
inch tubular bus with new 3-1/2 inch tubular bus. Replace two 138 kv,
1600 amp line traps with 2000 amp units mounted on new structures.
Remove existing switchgear 2. This removal will include Building 221F1
(including it's contents), all interconnecting cables, and foundation.
Construct new switchgear 2 Building 221F and install new Government
furnished switchgear 2 lineup and remote operator panel. The new
Building 221F will be located in the same area as the existing Building
221F1. This new facility and all other outdoor structures are designed
for and shall be constructed to withstand 135 mph wind load. Replace
existing 15kv bus duct between transformer 2 and switchgear 2, and
between switchgear 2 and switchgear 1. Relocate the existing loads from
existing switchgear 2 to switchgear 4 and 5. Remove the loads from
existing switchgear 3 and connect to new switchgear 2. Upgrade
switchgear 1 from 500 MVA to 750 MVA by replacement of existing air
circuit breakers with new 750 MVA vacuum circuit breakers. Construct
extension to switchgear 1 Building 221B. Provide and install new remote
operator panel in the extension. Provide and install Allen Bradley
remote I/O modules and cabnets to connect switchgear 1 and 2 to the
existing Allen Bradley PLC system. Provide and install remote tap
position indicators on the two existing Westinghouse transformers (T1
and T2). Disconnect and remove capacitor Bank 1 to improve access to
Transformer 5. Reconnect capacitor Bank 2 to switchgear 1. ALTERNATE
NO. 1 -- Replacement of one (1) 15 kv air switch at Building 7A, one 15
kv air switch at Building 14, one 15 kv air switch at Building 16A, one
15 kv air switch at Building 36 and one 15 kv air switch at Building
420.The existing oil filled 750 kva transformer at Building 14 will be
replaced with a new liquid filled 750 kva transformer. NOTE: The base
bid contains lead coating paint and Polychlorinated Biphenyl (PCB).
The alternate contains only PCBs. The Government will handle the
disposal of lead contaminated materials and debris resulting from the
dismantling and removal of Building 221F1. The Contractor shall furnish
a closed top, lined rolloff contained for accumulation of all lead
contaminated debris. Construction will be completed within 584 calendar
days after notice to proceed. All responsible sources may submit an
offer which shall be considered by the Agency. The anticipated release
date of the RFO is on or about February 25, 1997, with an anticipated
offer closing date of on or about April 8, 1997. An ombudsman has been
appointed -- See Note "B". The solicitation and any documents related
