Pre-solicitation Notice: Provide materials and services necessary for
Construction of Family Housing, U. S. Coast Guard, Sault Ste. Marie,
Michigan. Base Bid Item-Phase I: The work includes, but is not limited
to constructing utility work within right of way of Roads A, B & C;
utility service leads to Phase II and III housing to 10 feet beyond
right of way; utility services to Phase I housing; Roads B and C and
associated site improvements; Road A and associated improvements up to
Station 16+00; stormwater retention pond and all storm drains to and
from stormwater retention pond and associated site improvements; and 11
housing units and associated site improvements in the northeast
quadrant of the site as indicated on Drawing C1. Option 1-Phase II: The
work includes, but is not limited to constructing 34 housing units,
associated site improvements and utility services; maintenance facility
and associated site improvements; and the entire gravel walking path as
indicated on Drawing C1. Option 2-Phase III: The work includes, but is
not limited to constructing remainder of Road A from Station 16+00 to
24th street and associated site improvements; 15 remaining housing
units; associated site improvements and utility services in the
southwest quadrant of the site; 22nd street improvements; 45th avenue
and 24th street intersection improvements as indicated on Drawing C1.
All work shall be accomplished in accordance with Specification No.
09-002-90 and Drawing No. 09- 002-90 (sheets 1-97). All work for the
Base Bid-Phase I shall be completed within 420 calendar days after
receiving Notice to Proceed. All work for Option 1-Phase II shall be
completed within 600 calendar days after receiving Notice to Proceed.
All work for Option 2-Phase III shall be completed within 360 calendar
days after receiving Notice to Proceed. Plans (half- size),
specifications, and all necessary bid documents will be available
approximately 13 March 1997. To receive a solicitation and be placed on
the bidders' list interested parties must submit a written request.
Telephone inquiries will not be honored. Approximate Bid opening for
Solicitation No. DTCG47-97-B-3EFK06 is 15 April 1997 at 2:00 p.m. in
Norfolk, VA. Estimated construction cost is between $1,000,000.00 and
$5,000,000.00. The solicitation is unrestricted IAW the Small Business
Competitiveness Demonstration Program. For Minority, Women-owned and
Disadvantage Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80
percent guaranty on the bond amount to a surety against losses. Loans
are also available under the DOTShort Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000.00. For further information and
