532-2355. Sources sought to design and construct 76 New Family Housing
Units at San Mateo Point, Camp Pendleton, CA. The work includes the
design, engineering, and construction of housing, site improvements,
off-site road and utility improvements and incidental related work
complete and ready for use. -- The contract is to be awarded to the
responsible offeror who submits the proposal considered most
advantageous to the Government considering "Price" and "Technical"
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the "Technical" factor, the
following subfactors are listed in order of importance: Subfactor "A"
Contractor/A-E Past Performance, Experience, Qualifications, Subfactor
"B" Design Quality, Subfactor "C" Quality and Durability and Energy
Efficiency of Proposed Materials, Subfactor "D" Subcontracting Effort.
-- A preproposal conference will held on Thursday, 20 March 97 at
10:00 am in the Blue Room of Southwestdivision, Naval Facilities
Engineering Command, at 1220 Pacific Highway, San Diego CA. A site
visit will be held on Wednesday, 19 March 97 at 1000. -- POC Barbara

public bid opening. -- The estimated cost is between $10,000,000 and
$25,000,000. - -- Firm Fixed Price Contract. -- Contract duration is
approximately 500 calendar days. -- Proposals will be considered from
all responsible sources. -- This project is unrestricted. -- The
Standard Industrial Code is 1521 and the annual size standard is $17
million. -- It is recommended the subcontracting goals reflect a
minimum goal of 5% for Small Disadvantaged Business Subcontracting
effort. -- Proposers should request in writing stating RFP number
N68711-96-R-2321, with complete name, address, area code and phone
number and whether bidding as a prime/subcontractor/supplier. -- NOTE:
Plans and specs will not be mailed to firms within a 20 mile radius of
the issuing office. -- Solicitation packages may be acquired in person
from Plan Issue or by mail. -- Telephone requests will not be
accepted. -- There will be a charge for plans and specs that is yet to

accepted but, WILL NOT be processed until your check has been received
by this office. -- Submit one (1) check per project. -- Solicitation
packages are limited to two (2) sets per prime and one (1) set per
subcontractor/supplier. -- Drawings produced using CAD software are
available via the SWDIV Bulletin Board System (BBS) through the use of
a modem. Individual drawing files are compressed into a single
self-extracting DOS based .EXE file. Upon downloading, the file should
be executed from a local harddisk, causing the individual .DWG files
to uncompress automatically without the need for special software. Note
that the drawings not produced using CAD software are not included and
some substitutions for fonts and menus may be necessary to access the
