COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 25,1997 PSA#1789AFDTC/PKZB, 205 West D Avenue, Suite 428, Eglin AFB, FL 32542 15 -- MODIFICATION OF C12J SOL F08635-97-R-0010 DUE 050197 POC
Elizabeth A. Gordon, Contracting Officer, (505) 475-1245, Lt Tim
Scarborough, Contract Manager, (904) 882-8567 The 586th Flight Test
Squadron of the 46th Test Group at Holloman AFB NM intends to issue a
Request for Proposal (RFP) on or about 19 March 1997 for a
firm-fixed-price contract to modify a C-12J aircraft that is owned by
the 46th Test Group. All modifications will be performed at the
contractor's facility. Prior to beginning the modifications, approval
must be obtained from USAF OC/ALC-LK for a modification/demodification
package describing in technical detail the procedures to modify and
demodify the aircraft, which the contractor will generate. Due to the
need to have mod/demod package approval prior to commencing work, all
of the modification tasks are contract options. The scope of the option
effort is as follows: 1) Replace 300 Amp engine DC generators with 400
Amp engine DC generators and upgrade the wiring and circuit protection
to accommodate the increased electrical load. 2) Design and install a
Modification Interface Panel (MIP). This panel shall be the central
distribution point for sensor information generated by all the
modifications which include the installation of pitot static and
dynamic pressure outputs, temperature sensors, interphone harness
connections, and provisions for carriage of electronic countermeasures
equipment both internally and externally on inboard wing hardpoints.
3) Install various antennas on the aircraft to accommodate test program
requirements and test scenarios. 4) Modify inboard wing hardpoints to
accommodate the carriage of MAU-4 pylons, and design and install
appropriate wiring to transmit pylon inputs to the MIP. 5) Replace two
rear cabin windows with a medium which has transmissibility in the
3-16 Gigahertz range. Provide wave guides and RF switching to
accommodate separate antennas located adjacent to the windows. 6)
Install a 28V ground input power receptacle that is independent of the
aircraft's 28V power to facilitate extended ground operations and
testing. 7) Install a GFE Power Distribution Unit (PDU), bringing both
internal and external 28V power to the PDU. Provide provisions to
mount multiple test racks in the aircraft. Ancillary efforts include 1)
Providing changes in aircraft performance data related to the completed
modifications. 2) Providing training to Air Force personnel, and
supplementary pages for changes affecting T.O.s. 3) Maintaining the FAA
certification for the aircraft. The anticipated due date for proposals
for the RFP is 1 Mayl 1997. A preproposal conference/site visit at
Holloman AFB is planned approximately two weeks after release of the
RFP. Details of the preproposal conference will be in the RFP. The
period of performance is 40 days for the mod/demod package and 60 days
for the options. This acquisition has been set aside 100% for small
business participation with a SIC code of 3721 and small business size
standard of 1,500 employees. The RFP will be released to large
businesses for information purposes only. Requests for the RFP should
be made in writing to Elizabeth A Gordon, 46 TG/XP, 872 DeZonia Road,
Holloman AFB, NM 88330-7714. Telephone inquiries should be directed to
Ms. Gordon at (505) 475-1245 or Lt Scarborough at (904) 882-8567.
Collect calls will not be accepted. Companies who consider themselves
to be small businesses must be able to meet the requirement of FAR
52.219-14, Limitations on Subcontracting, i.e., the concern shall
perform work for at least 50% of the cost of the modifications, not
including the cost of materials. An ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the ombudsman is
not to diminish the authority of the program manager or contracting
officer but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. When
requested, the ombudsman will retain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
parties are invited to callCol Doug Ferris at (904) 882-5966, or
e-mail to Ferris@eglin.af.mil. The ombudsman should only be contacted
with issues or problems that have been previously brought to the
attention of the contracting officer and could not be satisfactorily
resolved at that level. See Numbered Note No. 1. ***** (0052) Loren Data Corp. http://www.ld.com (SYN# 0239 19970225\15-0004.SOL)
