as a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulation (FAR), as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation number is 1PI-B-1972-97 as an invitation to
bid (IFB). This solicitation incorporates provisions and clauses in
effect through Federal Acquisition Circular 90-42. The purchase is for
a panel saw. The equipment listed contains a detailed description,
quantities in units of "each" following the description. Bidders will
note that this is a brand name or equal requirement. The salient
characteristics are the descriptions. Striebig Optisaw Automatic Panel

Please note that delivery, inspection, and acceptance will occur at the
FOB point: Federal Correctional Institution, Leopard Drive, PO Box
9500, Texarkana, TX 75501, not later than 90 days after the receipt of
the contract. FAR Provision 52.212-1 applies to this acquisition.
Bidders shall submit a signed and dated bid to UNICOR, Federal Prison
Industries (FPI), ATTN: Bid Custodian, at the address below. Bids may
be submitted on Standard Form (SF) 1449 or letterhead stationery and
must indicate the solicitation number, bid opening date and time, name,
address, and telephone number of the bidder. This will be a firm-fixed
price contract. The contracting officer will make award in accordance
with FAR Provision 52.214-10, Contract Award -- Sealed Bidding. Award
will be made without discussions to the responsive/responsible bidder
whose bid, conforming to this solicitation will be most advantageous
to the Government, considering price, and price related factors. The
Government will evaluate bids on an all or none basis. Bidders must
hold bid prices firm for not less than 30 days from the bid opening
date. Bidders are advised to include a completed copy of Provision
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with your offer. Any bid that fails to furnish the required
representations, and certifications, or which rejects or changes any
terms and conditions, may be rejected and excluded from consideration.
A written notice of award shall result in a binding contract without
any further action by either party. The documents cited in this
solicitation may be obtained by written or faxed request (202

Commercial Items, applies to this purchase. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes Or
