NAWCADLKE requires twenty five copies of a CASS Operational Test Program Set which tests Weapons Repairable Assemblies (WRA) from the Multi-Purpose Color Display and the Data Storage Unit and associated data and parts. These OTPS are currently under development and the Navy does not own the drawings and related specifications and data to permit full and open competition. The Government intends to procure these items under the authority of U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1. Indra D.T.D., S A Aeronautical Application Systems, Automatic Test Systems Division of Madrid, Spain as the designer, developer, and sole manufacturer of the PSE to be acquired, is the only known source with the knowledge, experience, expertise and technical data necessary for the production of the PSE. Indra is currently under contract for design, development and testing of CASS TPSs for these two WRAs for the AV-8B Harrier Program.
