307-7822 PROVIDE SITE LICENSE FOR PEN-LINK SOFTWARE SUITE. The Drug
Enforcement Administration intends to award a sole source contract to
Pen-Link, LTD., 6000 S. 58th Street, Suite C, Lincoln, NE 68516 for an
unlimited rights to a site-license for the Pen-Link Software Suite
which is a collection of software programs designed to assist the case
worker and includes telephone toll records, pen register, trap &
trace, Caller ID, pager intercepts, Title III, and other legally
authorized electronic intercept court orders. The Contractor shall
provide state of the art software to conduct technical
telecommunications investigations which involve TOLL, DNR and Wire
Intercepts. The software suite operates on stand alone PCs or can be
set up as a server to a PC Network. Software shall be provided in both
a DOS program format, and an MS Windows format. The DOS program files
shall require no more than 3.5 megabytes of hard disk space and shall
operate with 2 megabytes of RAM. The DOS programs shall be able to
operate on older PC architecture (Intel 286/386). The MS Windows
program files shall require no more than 7.0 megabytes of hard disk
space and shall operate with 4 megabytes of RAM. The MS Windows
programs shall operate on a more current PC architecture (Intel
486/Pentium). Network configurations of both the DOS and Windows
software suite shall be capable of being installed on a Novell NetWare
network, and a Windows NT network, performing successfully as a
network server. Product Specifications: The software shall provide
future provisions for CALEA compliance. The software shall provide a
complete set of pen register interfaces to support electronic
intercepts that utilize any of the following DNR electronic formats:
JSI 1033, 1088, 2033, and 1156RDNR; Bartec ATS2000, Intec, Smart Slave;
Comverse Audio Disk; Hekimian; HDS PLD 208 & RPD 101; Mitel Discovery
8007; PCS Informer IV & V; Pamco 357; Racom; Recall NGNR 2000; TGA
Airnet Pager Intercept; Voice ID Lam 840 & Multiline system (note.do).
The software shall provide real time transferring of call record
information, concurrent entry of title III monitor data, and shall
support multiple pen register call record collection on one PC. The
software shall provide complete interfaces for autoloading wireless
toll call record formats which include: Lucent Smart System, Bell South
Mobility, AT&T Wireless(FL), NYNEX(LUDS), and Sprint Spectrum. The
software shall provide the ability to identify telephone numbers in the
calls database that require a subpoena of subscriber information.
Telephone numbers identified shall be organized by the telephone
company that must be subpoenaed. The following electronic subpoena file
write and read interfaces shall be supported by the software:
Southwestern Bell Leeds System, US West DLS System, Bell Atlantic Disk
System, NYNEX Disk System, PacBell, and BellSouth. The software shall
provide an automatic lookup and interface function for CD ROM
electronic white pages. Interface formats that shall be supported are
MetroSearch, NYNEX Factrack and DDA Phone Disc. The Software shall
provide formatting, parsing, and filtering of call record information
automatically. The Software shall provide a complete set of standard
reports to query, sort, and list database information. The reports
shall also include summary reports and conspiracy pattern reports. The
Software shall provide a complete summary graphic report to display
call, subscriber and event information which shall include at a
minimum, frequency, hour of day, day of week, calendar, call status,
geography map, link chart, organization link and time line. The
Software shall provide the user with a report generator to modify all
standard reports and also the ability to make new custom reports and
graphics. New custom reports shall be added to the database
automatically. The software shall provide the user with the ability to
have multiply databases, utilities to easily copy/move databases, and
a menu of user configurations that automatically set case specific
database requirements. The Software shall provide the user with the
ability to export call record detail information to a file that is
structured to be compatible with the DEA M204 file requirements. The
Software shall provide the ability to compress the M204 file for
electronic transmission, and then decompression at the host site for
loading the file into the M204 system. The Software shall provide
databases to enhance the call set up information provided with a call
record so that city, state and country can be determined by long
distance access and the NPX/NXX identifier. The NPX/NXX data shall also
provide longitude and latitude data for mapping of call records when
generating a map graphic. The software shall be continually upgraded
for continuous integration into telecommunication networks, stand-alone
Personal Computers, and DNR intercept technology. The Contractor shall
provide a minimum of 20 user manuals for each network site. The
Contractor shall maintain all software and documentation during the
contract period, including updated releases and new versions. No
solicitation document exists. Written responses, including costs and a
detailed description of the capability to meet this requirement,
including M204 compatibility, must be received by the Contracting
Officer within 15 calendar days after publication of this notice.
Vendors able to meet this requirement are invited to identify their
interest and capabilities by submitting a proposal to include technical
data, pricing, and any other information which will show a bona fide
ability to meet this requirement. RFP DEA-97-R-0021. If no affirnative
responses are received a contract will be placed with Pen-Link, Ltd.,
