NASA/Goddard Space Flight Center has revised the requirements. The requirement continues to be a 100% Small Business Set-Aside. With the release of the solicitation, it is available at the NASA/GSFC Business Opportunities home page (see address below), or by submission of a written request to Patrick D. Logan, by mail at the above address, by facsimile at (301) 286-1667, or by electronic mail at patrick.d.logan.1@gsfc.nasa.gov. Verification of receipt of requests rest solely on the requestor. The requirements is for a Thermal Reflector System (TRS) and a spare set of reflectors for the Microwave Anisotropy Probe (MAP) Mechanical/Thermal System. The solicitation will require the design, fabrication, assembly, and full qualification testing of a complete TRS unit including reflectors, composite structure, radiators, and diffraction shields. The reflectors on the TRSinclude two primaries (1.4 x 1.6 m) and two secondaries (.55m diameter) aligned in a back to back off-axis Gregorian configuration. A composite structure is necessary to hold the distortions and mass while maintaining a minimum natural frequency of 50Hz. The MAP mission requires that the TRS passively radiate thermal loads. Therefore, a radiator area on the order of 5.3 sq. meters is necessary. Diffraction shields must be placed around each of the secondaries and along the structure to limit off-axis microwave inputs. In addition to the TRS, a spare set of reflectors, one primary and one secondary, will be required. Options for the spare set will include a composite structure (one-half of the TRS). This procurement is being conducted under the NASA MidRange Procurement Pilot Test Program, which is reserved for small businesses. The Standard Industrial Classification (SIC) Code is 3827, with a size criteria of 500 employees. The contract will be firm fixed price, with a period of performance of nolonger than 15 months.
