Gruber, Jr. (540) 665-3672 e-mail: Robert.W.Gruber@usace.army.mil (Site Code DACA78) The U.S. Army Corps of Engineers intends to award an Indefinite Delivery/Indefinite Quantity contract to Brown and Root Services Corporation of Houston, Texas, for continuation of a full range of temporary construction and logistical support services to the U.S. Forces which include, but are not limited to, troop housing and facilities, food services, laundry service operations, base camp and equipment maintenance, shuttle bus and transporation services, road repair/maintenance, snow and ice removal, railhead operation/RTCH services, water production and distribution, cargo and material handling services for the U.S. Army Europe's Area of Operation for Operation Joint Guard. This follow-on contract is justified under FAR 6.302-1. Critical mission performance periods will require rapid frequent mission adjustments. During these periods, only the current contractor can successfully meet the requirements, cost effectively within the time required to assure uninterrupted continuation of necessary services,with minimum risk to the health and safety of the troops. Also, during these periods, major troop rotations and projected local elections will occur with a resultant freeze on troop deployments/redeployments and limitations of movement within the area of operation. As a result, it is critical to ensure continuity of services to the troops and thus ensure mission success. In addition, awarding to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Based on historical cost data, some of the estimated duplicated costs would be mobilization/demobilization, personnel duplication required for transition, contractor start-up costs, such as recruiting and processing of personnel and the renegotiation of all subcontracts and agreements with local governmental entities. The period of performance is from May 27, 1997 through May 26, 1998 with two (2) additional six (6) month option periods to renew. This is not a request (0052)
