Federal Highway Administration has a requirement to evaluate the
potential benefits of using UV-activated fluorescent materials for
highway signs and markings to increase visibility distances while
reducing headlight glare at night. A research and development team
effort must be able to provide leadership and focus to the nation's
effort for installing and operating UV/fluorescent traffic control
systems,represent the major paticipants that would design and operate
the vehicles and roadway systems using UV/fluorescent technology,
develop the desired partnering relationships of the program, and manage
a natioal effort to achieve the program's goals. Overall,the program
will determine the cost effectiveness for using fluorescent traffic
control devices, develop design and application guidelines for
improving the visibility of traffic control devices using UV-A and
fluorescent technology, assess the problems associated with the
national implementation of this technology, to include manufacturing,
