wishes to announce a Competitive Total Set-Aside for a Small Business
to provide project identification services and a briefing book
regarding South American projects, sectorial and country analyses. The
U.S. Trade and Development Agency seeks to identify not less than 125
major public and private sector infrastructure projects, of which no
more than fifteen may be projects already included in previous TDA
conferences (and only when there are significant new issues that
justify inclusion) in ten target countries in the energy, environment,
telecommunications, transportation and industrial sectors. The project
identification process will target projects which are expected to offer
significant business opportunities for U.S. exporters and investors and
which are expected to reach the implementation stage within 1-2 years.
The result will be a briefing book containing detailed project
profiles for each of the projects identified; a regional report onthe
South American economic, financial, and business climate; sectoral
analyses; country profiles for each of the ten countries to be
targeted; and case studies representative of successful projects. The
briefing book will be presented at a TDA-sponsored conference in
October/November of 1997, in the United States. The conference will
include the sponsors or representatives of these projects, whose
participation in the conference will be confirmed through the efforts
of the consultant during the process of project identification. TDA is
seeking to meet this objective by contracting the services of a
specialized contractor. TDA's specialized contractor will be required
to identify not less than 125 infrastructure projects, acceptable to
TDA, in the energy, environment, telecommunications, transportation and
industrial sectors; and develop detailed profiles of these projects
which together with the regional report, country reports, sectoral
analyses and case studies will be compiled into a briefing book for
distribution to U.S. firms at a TDA-sponsored business conference. The
briefing book will contain, as a minimum: a regional report on the
South American economic, financial, and business climate; project
profiles for each of the 125 projects, which will contain a detailed
description of the project and information on the site, timing,
equipment and services demand, identification of what is needed to make
the project move forward, a financial assessment, and the
identification of key decision-makers; country profiles for each of the
ten countries to be targeted; sectoral analyses covering the
transportation, energy, environment, telecommunications, and industrial
sectors; and case studies (not less than five) representative of
successful projects that have been or are in the process of being
implemented. During the course of project identification, the
contractor will be required to confirm participation of an appropriate
project representative (project sponsor) for each project to
participate in the conference. Each project sponsor will be expected to
cover his/her air fare to the conference site and TDA will cover all
conference costs for project sponsors. The formal invitation will be
issued by TDA, but the contractor will coordinate the distribution of
the invitation letters. The contractor will provide 400 copies of the
briefing book and deliver them to the site of the TDA business
