COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 25,1997 PSA#1789US Army, CECOM Acquisition Center, Ft. Monmouth, New Jersey 07703-5008 B -- DIGITAL COMMUNICATIONS SATELLITE SUBSYSTEM (DCSS) COST REDUCTION
ANALYSIS SOL NA DUE 030797 POC Point of Contact -- Ms. Gelsi Argueta,
908-532-9783, ext 5431. E-MAIL: Digital Communications Satellite
Subsystem, argueta@doim6.monmouth.army.mil. This is a market survey to
locate potential sources to conduct an analysis of all processes
associated with the fabrication/manufacture/delivery of the Digital
Communications Satellite Subsystems (DCSS) components at Tobyhanna ARMY
Depot (TYAD) and render a report of findings and recommendations for
cost reduction. Cost savings must be categorized and realized in three
phases: near term (within 2 years), mid term (within 5 years) and far
term (within 10 years). The DCSS components are housed in 19 inch
racks for deployment to over 100 worldwide locations. Approximately 64
different rack types housing approximately 75 different types of
electronic components are integrated and fabricated by TYAD on an as
needed basis to meet DCSS deployment requirements. Currently, TYAD
fabricates (rather than purchases) the racks and interconnecting cables
and then integrates all electronic equipment in order to produce a
DCSS. Due to funding shortfalls and downsizing efforts, process
enhancements must be implemented at TYAD in order to reduce the overall
rack and stack integration costs and acquisition/delivery lead times.
