engineering services are required to prepare plans, specifications,
cost estimates, related studies and all associated engineering services
suitable for bidding and construction. This project requires design and
engineering services necessary to replace four air handler units (AH-2,
AH-4, AH-6, and AH-8) along the south side of building #209 at the
Naval Research Laboratory. The work includes, but is not limited to,
removal of asbestos containing material, removal of lead paint, removal
of air handler units, renovating the electrical system, modifying the
mechanical system, providing air handler units, and all associated
controls and components. The air handlers are located on the fourth
floor mechanical room and supplied by chilled water and steam.
Construction will occur while the building remains occupied and
operational. The existing building is a four story, 145,733 s.f.
laboratory building with a penthouse level and garage/basement. This
building was constructed in 1968 and is currently being used as a
general purpose laboratory. The existing air handlers provide high
velocity, high static duct pressure (6"). The fourth floor has nine
large air handlers serving the building, 60 ton #AH-1, 60 ton #AH-2, 60
ton #AH-3, 60 ton #AH-4, 70 ton #AH-5, 70 ton #AH-6, 70 ton #AH-7, 45
ton #AH-8, and 35 ton #AH-9. A/E firms responding to this announcement
will be evaluated against the following criteria in relative order of
importance: (1) Specialized experience and technical experience in
providing air handler units of buildings. These designs must have
incorporated the requirement that the construction be performed while
the remainder of the building remains occupied and operational; (2)
Professional qualifications of personnel and proposed subcontractors
for the project. Give examples of similar projects performed by the
team and the duties performed by each team member; (3) Professional
capacity of the firm to accomplish the contemplated work within the
required time limits; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Located in the
geographical area of the project and knowledge of the locality of the
project, provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design, and (7) The volume of work awarded to the firm by DoD
during the previous 12 months will be considered with the objective of
effecting an equitable distribution of contracts among qualified
architect engineer firms. Type of contract: Firm Fixed Price. The
estimated construction cost for this project is between $500,000 and
$1,000,000. The estimated date for start of design is May 1997. Those
firms which meet the requirements described in this announcement and
wish to be considered, must submitone copy of an SF255 to be received
in this office no later than the 30th calendar day after the date of
appearance of the announcement in the CBD. Should the due date fall on
a weekend or holiday, the SF255's will be due the first workday
thereafter. If a current SF254 is not already on file with this office,
it must be submitted with the SF255. The SF255 must clearly indicate
the office location where the work will be performed and the
qualifications of the individuals and subcontracts proposed to work on
the contract and their geographical location. The proposed contract
listed here is 100 percent set-aside for small business concerns. The
small business size standard for Standard Industrial Classification
8711 and 8712 is $2.5 million or less based on annual average gross
revenue of a firm taken for the last 3 fiscal years. This is not a
