C -- CONTRACT FOR ARCHITECTURAL-ENGINEERING DESIGN SERVICES FOR USDA SOL RFP-OO-97-R-002 DUE 040897 POC Clyde A. Lohere, 202-720-3009. U.S. Department of Agriculture, (USDA) Office of Operations, Procurement Division, has a requirement for an Indefinite Delivery/Indefinite Quantity A/E Services contract for major mechanical/electrical design and related engineering and architectural services for the Headquarters Complex in Washington, D.C., and selected USDA sites in the Washington, D.C. area. This may also include on occasion these same services for a location in New Orleans, Louisiana and another in St. Kansas City, Missouri . The duration of the contract shall be one year with four one-year renewal option periods. The maximum total aggregate fee amount shall not exceed $3,000,000 per year and the minimum aggregate fee amount shall be $100,000. All services will be procured through the issuance of negotiated fixed-price delivery orders against this Indefinite-Delivery/Indefinite Quantity contract. Delivery orders issued will have emphasis on architecture, space planning and move coordination with support services in structural, mechanical, electrical, geotechnical, civil, elevator, environmental, health, safety, fire protection and life safety, landscape architecture, historic preservation and construction administration (including administration of on-going project to construct a 350,000 square foot office complex in Beltsville, Maryland). Delivery orders may have emphasis on any of these architectural or engineering disciplines if necessary. Delivery orders may include, on an as-needed basis, and at the option of the Government, preparation of plans and specifications for contract documents, development of surveys, studies and reports, architectural programming and space planning, investigation, planning, concepts, testing, review of shop drawings and contract submittal, construction inspection services, cost estimating and other related services. Projects may include HVAC improvements, electrical and lighting upgrades, space alterations, asbestos abatement, fire protection, energy conservation retrofits, and masonry or roofing. Projects shall be done using the metric system. The evaluation factors for selection are listed in declining order of precedence as follows: A. Recent (within last five (5) years) specialized experience of the firm and its consultants in the design of at least ten (10) repair and alteration projects (construction completed), of over $500,000 construction cost each, in existing facilities, including work elements involving: a) architectural space planning and alterations, b) preservation of historic buildings, c) HVAC systems, d) primary and secondary electrical system, e) energy conservation retrofit (Mech, Elec), f) facility environmental health and safety, such as asbestos, air quality and lead, and g) life safety and fire protection systems (Fire Protection Engineering). B. Professional qualifications and experience of the proposed key staff and consultant personnel, including professional registration, technical skills, and project management skills. Architects and space planners, mechanical and fire protection engineers, electrical engineers, project managers, and structural engineers must be addressed in the firm's submission, as a minimum. C. Capacity to accomplish six (6) concurrent multi-disciplined projects in the required time, based on sufficient staff and resources, management flexibility to re-allocate manpower and resources (both in-house and consultant) to meet changing priorities or project demands, the firm's present and projected workload and emphasis on this contract, and its past record of meeting schedules for concurrent projects. D. Past performance on contracts with Government agencies and/or private industry, including the firm's ability to produce a well-organized, accurate, and fully coordinated set of contract documents, as evidenced by the firm's quality control techniques and the record of design-related change orders, and the firm's ability to maintain control of costs and schedules. Provide the name and phone number of client references for each of the ten completed project examples, and data to substantiate record of costs from budget through design, bids, and final construction cost, and the record of compliance with performance schedules. E. Indicate to what extent the Firm's proposed A/E team has worked together on previous projects. F. The ability to provide construction inspection and management services, as evidenced by qualifications and experience of the firm, staff and consultants in providing construction management services for relevant similar projects. G. The ability of the firm to perform computer -- assisted design compatible with AutoCAD Version 12.1. H. Indicate the Firms experience in preparation of construction documents using the metric system of measurement. Consideration for this contract will be limited to firms, joint ventures, and consultants with the capability of performing all required architectural and engineering services in their own existing active production offices located in the general geographic area of the Washington, D.C. Metropolitan area (within a (25) mile radius of 14th Street & Independence Avenue, S.W.). Failure to meet the geographic limitation will mean disqualification of the A/E firm. Firms or joint ventures having the capabilities to perform the services described in this announcement are invited to respond by submitting one current (within 12 months of this announcement), completed and signed SF 254's (for firm/joint venture and consultants) and a SF 255 along with a letter of interest identifying the contract by solicitation number to the office listed above by 2:00 PM, local time on date identified above. Include in block 10 of SF 255 information on any computer design capabilities. In Block 8 of the SF 254 specify only current W-2 payroll personnel of each firm. Contract employees shall be indicated in Block 6 of the SF 255 as consultants. Each SF 255 in Block 8 shall include an abstract of at least ten (10) project examples exceeding $500,000 in construction cost as similar in nature to the types of projects under this contract aspossible, bound in a 21.6cm (8-1/2") x 27.9cm (11") format. If selected for an interview, each A/E shall present at least three of the ten (10) project examples including drawings and specifications, final detailed cost estimate and original budget, a summary of the project scope and objectives, and the name, address and phone number of client contacts. Also include in Block 10 of the SF 255, as the last entry, the following CERTIFICATION, "I hereby certify the firm (or joint venture) and consultants listed for this project meet the geographic limitations stated in the CBD announcement for this solicitation and all personnel listed (SF 254) are current W-2 payroll personnel of the listing firms."
