PERFORMANCE SPECIFICATIONS: Line item 0001 -- FILE SERVER -- is intended to use Novell application acceptable for installation but with conversion to NT central repository for transcribed reports and physician access available no later than June 1997. This will have a report database running Microsoft SQL Server. Reports transcribed will be processed by the upload product and archived into this report library server. TCP/IP interface capability. Download and upload of information and reports through HL72. 1 or 2.2 compliant messages. Report routine for distribution, fax capability, productivity monitoring, standard and adhoc reporting capabilities, automatic procedures for monitoring new transcriptionists, new physicians and or inaudible dictation. Line item 0002 -- WORK STATIONS -- is intended for full network transcription capability, open system architecture in a windows environment using WordPerfect for Windows as the word processing engine. Customized screens for each report type. User-defined text stored with no limitations to number of normal reports a user can define. Unlimited number of user-fined report templates and user and system normalize. Supervisory functions to monitor productivity and workload with ad hoc reporting capacity. Line Item 0003 -- REMOTE WORK STATIONS -- Remote transcription capability with ability to dial in from remote location and transcribe on line. Line Item 0004 -- REMOTE SERVER -- same as line item 0004 above. Line Item 0005 PRINTERS -- same as line item 0005 above. Line Item 0006 -- INTERFACES -- This requirement is a word processing upgrade package. The word processing package must be able to interface with the government-owned Lanier voice Writer 4800 and voice Writer OS dictation system to download dictation data. Must have transcription interface with Composite Health Care System (CHCS) to extract patient information from CHCS to the transcriptionist word processing screen, interface with CHCS to store reports to and from electronic signature module and update the transcription work processing system and after electronic signature. Reports reside on word processing library and storage media for signature. Transcription upload software allowing upload off reports from word processing file server to CHCS. Transcription interface with voicewriter OS. Physician entered data will be extracted from the voicewriter OS and be entered into the transcriptionist word processing screen. Electronic Signature -- PIN based electronic signature software. Capacity for users to access electronic signature documents from any PC workstation on a wide-area network. Co-signature capability whereby documents can be defined to have more than one authenticator. Password protection to access and sign documents. Capacity to change documents limited by security password once the physician has electronically authenticated the document. Document retained in word processing storage system for a minimum of one year. On-line access for view of transcribed documents. Editing capability by user to edit the document. Electronic review/sign-off for each document. Distribution capability to distribute copies by the authenticator. Management report capability to determine outstanding documents not signed, turnaround signature time, and adhoc reporting methodology. The contractor shall provide on site maintenance within two (2) hours of receipt of call. Delivery shall be made FOB destination within thirty (30) days of contract award.
