The FISC, Norfolk, Det,Phila. intends to acquire, on an other than full and open competitive basis, contractor services for the upgrade of the Engine Monitoring and Control System (EMCS) in the T64/T406 test cell at the Naval Aviation Depot (NAVAVNDEPOT) Cherry Point, NC. The upgrade shall consist of replacement and Modificationn of existing Information Technology (IT)hardware and software necessary to provide the capability to automatically perform engine test sequences in the existing T64 engine test cell. This procurement will be solicited and negotiated with Sytronics, Inc. of Dayton, OH on a sole source basis in accordance with FAR 6.302-1. All responsible sources are encouraged to submit an offer in response to the solicitation which will be considered by the FISC.
